On September 15, the Government Office announced that Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2020/QD-TTg of the Prime Minister approving the plan to cut and simplify administrative procedures related to production and business activities under the management of the Ministry of Home Affairs (plan).
The plan consists of 2 parts: Part I on industries and occupations on the list of industries and occupations for investment and business with conditions under the investment law, divided into 5 main items: business of services for sending Vietnamese workers to work abroad; business of technical inspection services for occupational safety and hygiene; business of employment services; business of labor leasing services.
Part II on the reporting regime of enterprises.
Regarding the procedures for registering labor supply contracts of enterprises operating services to send Vietnamese workers to work abroad under contracts, the content of the reduction and simplification is: abolishing the content of " Certified" for Vietnamese translations of labor supply contracts.
The purpose is to create conditions for businesses to be proactive and flexible in preparing documents.
Because currently, most businesses with professional staff with foreign language skills suitable for the market can perform document translation without the need for notary dich vu or certified translation. The roadmap for implementing this cut is from 2026.
The decision also simplifies administrative procedures for granting licenses for service activities sending Vietnamese workers to work abroad.
Relieve the condition of "A service enterprise assigning tasks to branches carrying out service activities to send Vietnamese workers to work abroad under contracts to deposit an additional 500 million VND for each branch assigned to the task" to save costs for businesses.
The plan has also abolished the procedures: registering for a service to send Vietnamese workers to work in Japan/Taiwan (China) and converting it to announcing the conditions for the service to send Vietnamese workers to work in Japan/Taiwan (China).
Regarding employment services, the plan has cut and simplified administrative procedures related to the issuance, extension and re-issuance of employment service licenses for enterprises operating employment services.
