By June 30, 2025, all leaders, cadres and civil servants in Hanoi must process work records online and use digital signatures to solve work.

The Hanoi People's Committee has just issued an official dispatch on the implementation of Notice No. 56/TB-VPCP of the Government Office on the conclusion of the meeting to summarize the activities of the National Committee on Digital Transformation and Project 06 in 2024, key directions and tasks in 2025.

Accordingly, the City People's Committee directs heads, directors of departments, branches, sectors, Chairmen of People's Committees of districts, towns and cities to determine the direction and management positions according to the orientation in Section III of Notice No. 56/TB-VPCP. At the same time, set an example of pioneering in awareness, innovating thinking and methodology on digital transformation; resolutely directing tasks behind schedule, removing difficulties and obstacles; promoting propaganda to raise social awareness of digital transformation, Project 06 in many forms.

At the same time, identify measures, methods, and solutions to advise the City People's Committee to change the state of public service provision from "asks - gives" to "hands-on - service" state; towards eliminating unnecessary administrative procedures.

In particular, focus on implementing the targets that need to be strived for and completed in 2025 such as: 100% of eligible administrative procedures according to the law are provided in the form of full online public service; 80% of administrative procedure records are processed online; 40% of the adult population uses online public services.

By the end of June 2025, 100% of administrative procedure settlement records will be attached with personal identification. By June 30, 2025, all leaders, cadres and civil servants in the entire city must process work records on the network and use digital signatures to solve work.
