On the afternoon of April 19, the Department of Culture, Sports and Tourism of Thai Binh province held an information conference on the arrangement and merger of provincial-level administrative units; arrangement of commune-level administrative units in Thai Binh province.
At the conference, Mr. Nguyen Anh Tuan - Deputy Director in charge of the Department of Culture, Sports and Tourism of Thai Binh - said that on April 18, the People's Committee of Thai Binh province issued plan No. 71/KH-UBND on organizing the collection of public opinions and submitting to People's Councils at all levels on the policy of arranging, merging provincial-level administrative units and arranging commune-level administrative units in Thai Binh province.
Accordingly, organize a public consultation for each commune-level administrative unit under the management of the district and city in Thai Binh province. The subjects of the survey are voters representing households.
The People's Committees of districts and cities direct the People's Committees of communes, wards and townships to make a list of voters representing households in the area. The list of voters was listed at the latest on April 18 at the headquarters of the People's Committee of the commune, the village cultural house, the residential group and other locations decided by the People's Committee of the commune level, ensuring favorable conditions for the people to monitor and grasp; The listing time from the date of listing until the end of the day of organizing the issuance of the people's opinion.
The collection of public opinions is organized by village and residential group of each commune-level administrative unit. The form of collecting public opinions is to issue votes to each household.
The People's Committee's comments form is printed by the People's Committee at the commune level and stamped by the People's Committee at the commune level, made by household, each household has 1 voter's opinion ballot, the ballot form is used consistently throughout the province.
Documents to serve the collection of public opinions include: Project to arrange and merge provincial-level administrative units; Project to arrange commune-level administrative units in Thai Binh province in 2025; Summary report of the project, including the following contents: Plan to arrange administrative units; Summary assessment of standards of provincial and commune-level administrative units before and after the arrangement; conditions for the arrangement of provincial and commune-level administrative units; list of documents, policies and orientations of the Party and State.
The opening time for public consultation is from 7:00 a.m. on April 22 (depending on the situation, each locality can organize the opening ceremony earlier). The time to complete the consultation is no later than 9:00 p.m. on the same day.
After completing the collection, the People's Committee of the commune summarizes and reports to the People's Committee of the district and city on the results of the consultation. People's Committees of districts and cities report to the provincial People's Committee (via the Department of Home Affairs) on the results of collecting opinions in the area.
Next, the commune People's Committee submitted to the People's Council at the same level; The district -level People's Committee summarizes and submits to the People's Council of the same level for consideration and promulgation of the Resolution through the policy of arranging and merging the provincial administrative units and arranging communal administrative units in Thai Binh province in 2025.
The district -level People's Committee completes the dossier, summarizes the results of the voters' opinions, the voting results of the district and commune People's Council to report to the provincial People's Committee (via the Department of Home Affairs).
On the morning of April 19, the Executive Committee of Thai Binh Provincial Party Committee held a conference for comments and voting through the Resolution on the Project on arranging administrative units at the commune level and the scheme of arranging Hung Yen and Thai Binh province. At this conference, delegates focused on discussing and contributing ideas related to the contents of the projects, thereby voting through the Resolution on the Project on arranging administrative units at the commune level and the scheme of arranging Hung Yen and Thai Binh province with an absolute rate of 100%.
Accordingly, for the draft Project to reorganize Hung Yen and Thai Binh provinces, the proposed plan is to establish a new Hung Yen province on the basis of merging the entire natural area of 930.20 km2 and population of 1,474,894 people of Hung Yen province with the entire natural area of 1,584.61 km2 and population of 2,093,049 people of Thai Binh province.
After the arrangement, Hung Yen province has a natural area of 2,514.81 km2, a population of 3,567,943 people, and is expected to have 104 commune-level administrative units.
For the draft Project on the arrangement of commune-level administrative units, the whole Thai Binh province will currently reorganize from 242 existing commune-level administrative units (including 223 communes, 10 wards, 9 towns) to 65 commune-level administrative units (including 60 communes and 5 wards), reducing 177 units, equivalent to about 73%.
