The Ministry of Home Affairs has just sent the Ministry of Justice a Draft Decree to adjust the monthly allowance regime for youth volunteers who have completed their tasks in the resistance war and youth volunteers at the grassroots level in the South participating in the resistance war in the period of 1965-2025.
In the draft, the Ministry of Home Affairs proposes to stipulate the monthly allowance level as 2 times the social assistance standard instead of stipulating a specific amount of money as before.
At the same time, it is necessary to adjust monthly allowances for youth volunteers according to the adjustment of social assistance standards.
This is to ensure that the subsidy for youth volunteers is automatically and promptly adjusted every time the Government adjusts the social assistance standard without having to issue a separate decree on adjusting subsidy for youth volunteers.
Thus, the monthly allowance for youth volunteers will be adjusted from 540,000 VND/month to 1 million VND/person/month (equal to 2 times the standard level of social assistance) from the local budget.
Accordingly, each young volunteer will receive an additional 460,000 VND/person/month. The time to receive monthly allowances for youth volunteers is from December 1.
The draft of the Ministry of Home Affairs clearly states that 2 groups of youth volunteers are entitled to this policy.
Including volunteer youth who have completed their tasks in the resistance war and are receiving monthly allowances according to Decision No. 40 2011 of the Prime Minister regulating the regime for volunteer youth who have completed their tasks in the resistance war.
Grassroots youth volunteers in the South participating in the resistance war in the period of 1965-1975 are receiving monthly allowances according to Decree 112/2017 regulating the regime and policies for grassroots youth volunteers in the South participating in the resistance war in the period of 1965-2025.
According to statistics from the Ministry of Home Affairs, as of April 1, the total number of young volunteers receiving monthly allowances was 3,277 people (of which, the number currently receiving allowances under Decision No. 40 2011 is 3,248 people; the number currently receiving allowances under Decree 112/2017 is 29 people).
Regarding funding, after adjusting the monthly allowance, according to the Ministry of Home Affairs, the total additional funding for 1 month is more than 1.5 billion VND. The additional budget for 1 year is nearly 18.9 billion VND.
If calculating the average of the current 34 provinces and cities, each province only increases by more than 44 million VND/month and about 530 million VND/year. Thus, the Ministry of Home Affairs clearly stated that the resources from the local budget increased slightly compared to before the adjustment.
The Ministry of Home Affairs also emphasized that in the past, the monthly allowance for youth volunteers has not been adjusted in a timely manner with the adjustment of the social assistance standard (maintaining the allowance level from 2016 to present at 540,000 VND).
During the same period, the basic salary at January 1, 2016 was 1.15 million VND, now adjusted to 2.34 million VND (an increase of more than 2 times).
The standard level of preferential allowance for meritorious people at January 1, 2016 was 1.318 million VND (Decree No. 20/2015), now increased to 2.789 million VND according to Decree 77/2024 (increased more than 2 times).
With the current low monthly allowance, adjusting the subsidy level for the above two groups of young volunteers is extremely necessary.
