The Government Inspectorate said that it has just issued a Report on the Results of Resolving and Responding to voters' petitions sent after the 9th Session of the 15th National Assembly.
Voters in Ha Tinh province have proposed reviewing and agreeing on legal regulations related to the responsibility of receiving citizens of commune-level government heads, ensuring that they are consistent with reality and in line with Party regulations, contributing to improving the effectiveness and efficiency of citizen reception work.
Because currently, the provisions of the law and the Party's regulations on the responsibility of receiving citizens of commune-level heads are not yet synchronous, causing difficulties in organizing implementation at the grassroots level.
In particular, the 2013 Law on Citizen Reception (Point d, Clause 2, Articles 15 and 18) stipulates: Chairmen of commune-level People's Committees receive citizens for at least 01 day in 01 month. Meanwhile, Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo stipulates: the head of the commune-level Party Committee receives citizens for at least 2 days in a month.
Responding to this issue, the Government Inspectorate said that currently, the Government Inspectorate is advising on drafting a Law amending and supplementing a number of articles of the Law on Receiving Citizens, the Law on Complaints, and the Law on Reprimand.
The Government Inspectorate said it will study and accept the content of voters' recommendations to perfect the Law on Citizen Reception.
Regarding the issue of citizen reception, in the Report on the results of administrative reform work in the third quarter of 2025, the Government Inspectorate said that it had received 1,313 visits with 3,195 citizens coming to present 1,305 cases, most of which were cases that had been reviewed and resolved at many levels, with citizens not agreeing and receiving gifts.
The Central Citizen Reception Committee and the Government Inspectorate alone received 893 visits with 2,448 citizens coming to present 887 cases. Through the work of receiving citizens, they received and issued guiding documents and documents transferring citizens' petitions to competent authorities for consideration, settlement and response to citizens according to regulations.
The Government Inspectorate said that in the coming time, it will submit to the Inspector General to issue Circulars on professional procedures for inspection, citizen reception, handling of complaints and denunciations.
