The Government Office has just issued Notice No. 520/TB-VPCP dated September 29, 2025, concluding the conclusion of Deputy Prime Minister Le Thanh Long at the meeting of the Central Inter-sectoral Steering Committee on Food Safety.
According to the conclusion, there are still some limitations and shortcomings in food safety management. The construction and completion of institutions is still slow. There have been many cases of law violations, causing public outrage.
Some management activities have not been properly recognized and properly handled; the implementation of some agencies has not been proactive and ineffective, in which food safety management has not yet promptly adapted to the organization and operation of two-level authorities in localities.
The Deputy Prime Minister requested that in the coming time, ministries, agencies and localities proactively increase surprise inspections and resolutely handle acts of profiteering, taking advantage of and violating.
Urgently focus on developing and promulgating a system of standards and technical regulations on food safety in the sectors and fields assigned for management and public announcement.
The Deputy Prime Minister requested the Ministry of Industry and Trade to urgently complete the task of building a database on goods.
The Ministry of Health and the Ministry of Agriculture and Environment proactively build food databases in the assigned management areas, ensuring connectivity in accordance with the direction of the Prime Minister in Directive No. 13/CT-TTg on strengthening the fight against smuggling, trade fraud and counterfeit goods.
Regarding post-inspections, the Deputy Prime Minister requested relevant ministries and agencies to proactively review and complete necessary regulations and instructions and organize to strengthen and increase the frequency of post-inspections to ensure effectiveness.
Complete the system of technical standards and regulations; strengthen coordination and mobilize the participation of functional agencies such as the Inspectorate and the Police, ensuring timeliness, efficiency and compliance with regulations.
The Ministry of Health urgently studies and has specific guidelines on the content of activities, post-inspections, and periodic inspections.
The Ministry of Health shall preside over and coordinate with the Ministry of Home Affairs and relevant agencies to urgently study and clearly identify the responsibilities and management authority for food safety of commune-level authorities; on that basis, determine and decentralize the functions, tasks and authority of each agency to suit management requirements.
The Ministry of Health shall preside over and coordinate with relevant ministries and agencies to urgently study and promptly report to the Prime Minister on the issue of perfecting the state management apparatus of food safety in the direction of unifying only one focal point to carry out the task of ensuring food security and safety from the central to local levels. The Ministry of Home Affairs closely coordinates with the Ministry of Health in performing this task.
