On the afternoon of December 25, at the Government headquarters, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man co-chaired a conference to disseminate and implement laws and resolutions passed at the 8th session of the 15th National Assembly.
Speaking at the conference, Prime Minister Pham Minh Chinh stated that perfecting development institutions is one of three strategic breakthroughs, institutions are the breakthrough of breakthroughs, the resource and driving force for development.
The National Assembly and the Government have together implemented the Party's policies and spent a lot of time and resources on institutional improvement, but to date, institutions are still "the bottleneck of bottlenecks".
The 8th session of the 15th National Assembly passed a large number of laws and resolutions (18 laws, 4 legal resolutions and 17 socio-economic management resolutions) with high consensus and unanimity of National Assembly deputies.
Among them, many laws and resolutions are related to important areas of social life such as investment; finance, budget, tax; social security; national defense and security.
The laws and resolutions passed have thoroughly grasped the spirit of innovative thinking in law-making under the direction of General Secretary To Lam, ensuring brevity, clarity, and ease of understanding. They promptly removed difficulties, obstacles, and institutional bottlenecks to unleash all resources and promote socio-economic development.

According to Prime Minister Pham Minh Chinh, the results demonstrated the high determination, great efforts, drastic and focused actions of the National Assembly, the Government, relevant agencies and organizations in the work of building and perfecting institutions, and the participation of people, voters and businesses; continuing to affirm the increasingly effective and close coordination between the National Assembly and the Government.
Immediately after the 8th Session, the Government and the Prime Minister directed relevant ministries and branches to promptly and effectively implement laws and resolutions, ensuring close connection between law making and enforcement, specifically disseminating and popularizing laws; issuing plans; assigning agencies to preside over drafting detailed regulations.
Prime Minister Pham Minh Chinh requested that delegates promote their responsibility, focus their intelligence, present reports and discussions briefly and concisely; express their opinions clearly, and go straight to the main points.
At the same time, it specifically and objectively reflects the preparation work and implementation plan, frankly pointing out difficulties and obstacles. Thereby, proposing feasible and practical solutions to put laws and resolutions into practice, contributing to promoting socio-economic development, and fulfilling the goals of the Resolution of the 13th National Party Congress.
