The Office of the Government has just issued Document No. 434/TB-VPCP dated September 25, 2024 announcing the conclusion of the Symposium on "Improving the efficiency of providing and using online public services" of the National Committee on digital transformation.
The announcement stated that up to now, 45/76 essential online public services have been deployed; of which, 23/25 essential public services under Project 06 have been fully implemented, helping to save the state and society nearly 3,500 billion VND/year.
The rate of digitization of records and results of administrative procedure settlement at ministries and branches increased by 23% (reaching 43.4%), and at localities increased by 35% (reaching 64.3%) compared to 2023...
The Prime Minister emphasized the following viewpoints and orientations:
Ensuring the implementation of a goal of minimizing compliance costs and creating the best convenience for people and businesses in implementing online public services, contributing to changing leadership methods, enhancing policy response, and improving the quality and efficiency of service of state agencies.
Focus on effectively implementing two pillars: Resolutely cutting down on internal administrative procedures and creating the most favorable conditions for people and businesses to perform online public services.
Implement 3 key breakthroughs: Legalization; digitalization; automation.
Aiming for 4 no's: No documents; no cash; no contact unless required by law; no one left behind.
The Prime Minister requested to cut down, simplify to the maximum, strictly control the emergence of administrative procedures and business regulations; resolutely eliminate the mechanism of asking and giving; create a public, transparent, and clean environment so that officials do not commit violations.
Actively prevent and combat corruption and negativity, while contributing to building a favorable legal environment, encouraging officials to dare to think, dare to do, dare to innovate and be creative.
Accelerate the reduction and simplification of 50% of internal administrative procedures and costs of compliance with internal administrative procedures; urgently decentralize and delegate authority to localities to carry out administrative procedures in the direction that the level that does the best work should be assigned, especially the grassroots level closest to the people.
Direct and encourage businesses providing public digital signature services to have policies to exempt or reduce fees for using personal digital signature services for people to facilitate digital signing of documents and papers when performing online public services, to be completed in 2024.
The Ministry of Justice and the Ministry of Natural Resources and Environment urgently develop a roadmap, direct and organize implementation to complete the digitization of civil status data in 2024 and land in 2025; at the same time, coordinate with the People's Committees of provinces and centrally run cities that have completed digitization to connect and share civil status and land data to serve the settlement of administrative procedures and public services.
The Prime Minister also requested ministries, branches and localities to promote the emulation movement to implement digital transformation, especially the provision and use of online public services in agencies, units and cadres, civil servants and public employees; promptly encourage and reward good initiatives, new ways of doing things, and typical advanced examples.
Conduct evaluation of cadres, civil servants and public employees according to regulations, including the basis on the results of digital transformation implementation, especially the implementation of administrative procedures and provision of online public services.
