Pointing out the key tasks and solutions in the coming time, the Prime Minister requested ministers, heads of ministries, agencies, secretaries, and chairmen of People's Committees of provinces and cities to closely participate, develop implementation plans, and assign specific targets and tasks to subordinates for implementation.
Build open institutions, reduce administrative procedures, promote decentralization and delegation of authority associated with resource allocation and inspection. Piloting outstanding incentive mechanisms and policies, creating breakthroughs to promote the potential and strengths of each region and locality.
Promote public investment, take public investment as the lead for private investment. Of which, the total public investment capital in 2025 is 826 trillion VND, 741.1 trillion VND has been allocated, the remaining 84.8 trillion VND has not been allocated, the Prime Minister requested to definitely allocate it in the first quarter of 2025, if not completed, it must be resolutely recovered and transferred to another place.
The Prime Minister requested to create an open, transparent, favorable investment and business environment with regional and international competitiveness; increase promotion and attraction of large-scale, high-tech FDI projects, and promote large FDI projects to come into operation. Develop mechanisms and policies to support private economic development, development of ethnic enterprises, small and medium enterprises. Promote tourism promotion, have appropriate visa policies to attract tourists, attract experts, talented people, and billionaires in the world to Vietnam.
Unblocking resources for projects facing difficulties and obstacles
The head of the Government requested urgent guidance and focus on implementing the National Assembly's Resolution on new pilot policies, breakthroughs in investment, finance, bidding, and controlled testing; effectively promoting science and technology funds, encouraging venture capital funds, startups, and innovation. Create favorable conditions for good foreign experts and overseas Vietnamese to work for Vietnam. Focus on removing difficulties for businesses and projects; promptly unlock resources for projects facing difficulties and obstacles.
The State Bank operates a proactive, flexible, timely and effective monetary policy; synchronously coordinates with a reasonable, focused and key expansionary fiscal policy; promotes credit growth, focusing on priority areas, growth drivers; strives to reduce lending interest rates; establish a credit package to support young people (under 35 years old) to buy a house; strongly promote social housing credit.
The Ministry of Finance continues to research and propose policies to reduce taxes, fees and charges.
The Ministry of Industry and Trade ensures enough electricity and gasoline in all situations; strongly promotes production and business activities and large industrial and commercial projects; amends and effectively implements the VIII Power Plan.
