Attending the ceremony were Colonel Tran Quang Thanh - Deputy Director of the Department of Policy and Social Affairs, General Department of Politics of the Vietnam People's Army; Major General Doan Xuan Vuong - Political Commissar of Military Region 4, Head of Steering Committee 515 of Military Region 4.
On the side of Laos, there were representatives of the leaders of the Special Working Committees of Xieng Khoang, Vientiane and Xay som Bun provinces.
Nghe An province leaders have comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee of 515 provinces. Attending were the members of the Provincial Standing Committee, leaders of departments, branches, unions, armed forces and numerous people in Nghi Loc district.
During the 2024 - 2025 dry season, the Martyrs' Remains Collection Team under the Nghe An Provincial Military Command organized searches in 3 provinces of Xieng Khoang, Vientiane and Xay som Bun (Laos Military Command).
Thanks to the close coordination between the functional forces of the two countries and the dedicated help of the people of Lao ethnic groups, the Team has recovered and collected the remains of 76 martyrs returning to their motherland.
The memorial service took place in a solemn and emotional atmosphere, expressing the deep gratitude of the Party, State and people of the two countries for the heroic martyrs who sacrificed for the noble international cause, for the special solidarity of Vietnam and Laos.
