The Directive requires to conduct a review and overall assessment of the technical infrastructure of information technology and software of the land information system operating in the locality to have investment plans, upgrades, completions, and maintenance of the system associated with human resource training for immediate use in the locality.
Ensure effective and economical investment, avoid duplication and waste to meet the progress of building, completing and operating the land database in the current period; complete in March 2026.
Deploy connection and integration with the national database on land; connect and share information and land data in localities with other databases, in the immediate future the Public Service Portal and inter-connection with tax authorities to create favorable, fast, and transparent conditions for people and businesses when carrying out administrative procedures with state agencies; complete in June 2026.
The Ministry of Science and Technology shall preside over and coordinate with ministries and sectors to guide localities in developing norms and unit prices for hiring information technology services for management, operation, and updating land databases; to be completed in February 2026.
People's Committees of provinces and cities direct sectors and commune-level People's Committees to focus on deploying and accelerating the progress of surveying and mapping cadastral maps and cadastral records; building and completing local land databases, synchronously to the Ministry of Agriculture and Environment; completing in December 2026.
Effectively use existing documents, records, and maps to edit, update, digitize, and build land databases to ensure effective investment, thrift, and avoid duplication and waste.
Land data that has been built must be immediately put into management, operation, and exploitation to serve state management and resolve administrative procedures on land for people and businesses; interlinking to resolve administrative procedures between notarization - land - tax.
