The Central Organizing Committee has issued Instruction No. 31-HD/BTCTW on the establishment of Party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level mass organizations.
According to the guidance of the Central Organizing Committee, after the National Assembly's Resolution on the amendment and supplementation of a number of articles of the 2013 Constitution and the merger and consolidation of provincial administrative units, the Resolution of the National Assembly Standing Committee established the effective communal administrative units to implement and the provincial Party Committee decided to end the district and commune level Party Committee (former).
At the same time, a new commune-level party committee will be established after the merger, which is the party committee at the level directly above the grassroots party organization.
These include: Party organizations at advisory and support agencies, public service units of Party committees, the Fatherland Front, socio-political organizations at the commune level; Party organizations of administrative agencies, public service units under commune-level authorities; Party organizations in enterprises.
The Standing Committee of the provincial and municipal Party Committees directly under the Central Government currently directs the development of a project to end the activities of the old district-level and commune-level Party Committees; establish a new commune-level Party Committee
The Central Organizing Committee noted that the end of the activities of the old Party Committees must synchronize with the time of establishment and operation of the new commune -level party committees; The content of the project should closely follow the Party Charter, the views, principles and directions of the Central Government, clearly the functions, tasks, organizational structure, and advisory agencies, Party organizations, affiliated non -business units (if any) ....
The process of implementing the project must ensure principles, regulations, and completion time in sync with the merger and arrangement of commune-level administrative units, before May 15, 2025.
For commune-level administrative units with adjusted boundaries, the Standing Committee of the provincial Party Committee leads and directs the transfer and reception of party organizations and party members between commune-level party committees according to the instructions of the Secretariat.
The guidance also clearly states that the use of non-professional workers at the commune level will be terminated from August 1, 2025.
Local Party committees and authorities are responsible for reviewing and possibly arranging and assigning non-professional workers at the commune level to meet the requirements and tasks of participating in work in villages and residential groups and implementing regimes and policies for cases that are not assigned work according to the regulations of competent authorities.
In which, villages and residential groups are self-managed organizations of the community, not administrative levels.
