On the morning of April 12, in Hanoi, Politburo Member, Prime Minister Le Minh Hung attended the ceremony to celebrate the 80th Anniversary of Traditional Day (April 18, 1946 - April 18, 2026) and awarded the Ho Chi Minh Order to the administrative police force for social order, and the First-class Fatherland Protection Order to the Department of Administrative Police for Social Order (C06).
Recognizing and praising the achievements and particularly outstanding feats of arms, the Prime Minister clearly stated that in the new era of development, the force needs to focus on effectively implementing six key and pioneering tasks in transforming modern national governance thinking, taking efficiency in serving people and businesses as the highest measure.
First, continue to thoroughly grasp and concretize the Party and State's guidelines, policies, and strategies on ensuring security and order, national digital transformation, administrative reform, science and technology development, and innovation. Firmly aim for the goal of ensuring security and order as the core; creating development as the focus; people and businesses as the service center; pioneering in transforming modern national governance thinking.
Second, research and propose to improve the institution of social order management, implement the motto of going first, paving the way for innovation, ensuring discipline, security, and safety; focus on removing bottlenecks, creating a synchronous legal corridor for administrative management and data management, digital transformation; associated with administrative procedure reform, taking the efficiency of serving people and businesses as the highest measure.
Third, continue to maintain the pioneering and core role in national digital transformation; ensure that data is always "right, sufficient, clean, live, unified, shared"; and at the same time promote the integration, connection and sharing of data, forming a data ecosystem to serve state management and provide public services to people and businesses. Continue to upgrade the electronic identification and authentication system, develop VNeID into a national platform, a safe and accurate communication channel between the State and people and businesses.
Actively promote the role of the Standing Agency assisting the Working Group in implementing Project 06, administrative procedure reform, and digital transformation associated with the Government's Project 06; especially recently, the Government assigned the Ministry of Public Security to be the Standing Agency of the Government's Steering Committee for Science and Technology Development, Innovation, and Digital Transformation, and must urgently advise the leaders of the Ministry of Public Security to report to the Government and the Prime Minister on specific programs, plans, and contents to effectively and on schedule implement the directions of the Central Steering Committee on the implementation of Resolution 57.
The Prime Minister said that in the coming week, the Standing Committee of the Government and the Prime Minister will work directly with a number of ministries, especially the Ministry of Justice, the Ministry of Public Security, the Ministry of Home Affairs and a number of relevant ministries and sectors to drastically implement the direction of the Central Executive Committee, the Politburo, the Secretariat, and General Secretary and President To Lam on reforming and reducing administrative procedures, conditional business lines and business conditions, to ensure that in April, ministries and sectors must proactively cut down on business procedures and conditions in accordance with the conclusions and directions of the Central Government.
As one of the advisory agencies for the Ministry of Public Security and the Government, the force must proactively review and advise the Government and the Prime Minister to direct ministries and sectors to urgently implement this, creating favorable conditions and reducing costs for people and businesses.
Fourth, continue to further innovate thinking and working methods, strongly shifting from "management" to "modern national governance", from handling in an administrative style to professional, modern, scientific, data-based style. Building a truly clean, strong, revolutionary, regular, elite, modern force; proficient in professional skills, law, understanding technology, having digital thinking, digital skills, having a spirit of innovation and creativity and working capacity in a modern management environment.
Fifth, strengthen international cooperation in the field of administrative management of social order; proactively and actively participate in building specialized regulations and standards; promote technology transfer activities, absorb and master advanced knowledge and technology.
Sixth, especially attach importance and promote the task of protecting network security, system safety, data safety, protecting personal data, protecting state secrets, the legitimate rights and interests of organizations and individuals; both strongly develop digital utilities and digital services, and maintain security, safety, order, and national sovereignty in the digital space.
