Prime Minister Le Minh Hung chaired a working session with leaders of Hai Phong city and provinces: Quang Ninh, Bac Ninh, Ninh Binh, Hung Yen on developing rental housing under the direction of General Secretary and President To Lam. Also attending were Comrade Pham Gia Tuc, Member of the Politburo, Standing Deputy Prime Minister; members of the Party Central Committee, leaders of ministries, central and local agencies.
Speaking at the working session, Prime Minister Le Minh Hung stated clearly that the development of rental housing is a major policy of the Party and State, consistently affirmed through Directive No. 34-CT/TW of the Secretariat on strengthening the Party's leadership over social housing development in the new situation and especially the Conclusion of General Secretary and President To Lam in Notice No. 64-TB/VPTW; in which the direction of General Secretary and President To Lam on rental housing is a very strategic orientation.
According to the Prime Minister, the key economic region of the North is a key area for industrial development, currently having a very high urbanization rate and concentrated labor scale. Hai Phong, Quang Ninh, Bac Ninh, Hung Yen all have the highest economic growth rates in the country, hundreds of thousands of workers and laborers are working in industrial parks. Pressure on rental housing for workers and laborers is very urgent and the deployment of rental housing development in this area is also a premise for piloting and replicating the way of doing things for other localities across the country.
The demand for rent is very large while the housing fund for rent is very lacking, especially long-term rent at reasonable prices, this is the first bottleneck. Most workers and laborers in 5 localities are currently renting spontaneous boarding houses built by households themselves - posing a very high risk of safety, especially fire prevention and fighting, environmental sanitation, living conditions and social infrastructure needs.
In addition, some public assets related to housing have not been used effectively, causing waste. Low yields, long capital recovery times for rental housing projects are major bottlenecks in attracting the private sector; financial, tax, and credit incentive mechanisms are not strong enough...

Prime Minister Le Minh Hung also emphasized the strong shift in thinking about housing, from mainly developing houses for sale to developing both commercial housing and rental housing at the same time. The State plays a constructive role through institutions, policies, planning and financial - credit tools so that people whose income cannot yet own housing can access long-term rental housing at reasonable prices. Developing rental housing must be closely linked to the planning of industrial parks, economic zones, traffic corridors and population management.
Therefore, localities must proactively deploy, not passively wait for the Central Government; in case of encountering problems and difficulties, they must specifically point out to propose amendments, updates, and perfect institutions, mechanisms, and policies.
The Prime Minister requested localities to base on the general plan and provincial plan approved by the Prime Minister, proactively review and adjust the plan, in which specifically identify the location and scale of rental housing development areas, associated with key industrial parks and strategic development areas of the locality, to be completed in June 2026.
Regarding project implementation, in June 2026, each locality strives to start construction of at least 1 rental housing project; and soon deploy large-scale rental housing projects in the third and fourth quarters of 2026.
Localities carefully review and identify rental housing needs in the area to develop rental housing development plans until 2030, send them to the Ministry of Construction for synthesis and report to the Prime Minister, and complete them in June 2026.
Localities, based on practical implementation, propose specific mechanisms and policies for developing rental housing to send to the Ministry of Construction for synthesis, reporting, and completion in July 2026.
The Prime Minister requested localities to urgently consolidate or establish local housing funds according to Decree No. 302/2025/ND-CP, to be completed in June 2026; determine rental housing needs by industrial park and economic zone, and send them to the Ministry of Construction for synthesis.
The Ministry of Finance and the State Bank propose financial, tax, and credit incentive mechanisms for long-term rental housing projects in the direction of creating strong enough momentum to attract private capital flows and long-term investment funds... Party Secretaries of localities pay attention to leading, directing, and drastically and effectively implementing this strategic policy.
