On July 23, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting on law-making in July 2025 to review and give opinions on 8 law-making contents, including 7 draft laws and the Government's proposal on the 2026 legislative program.
In particular, the draft Law amending and supplementing a number of articles of the Law on Judicial Records will perfect legal regulations to reform administrative procedures; build and centrally manage a judicial records database in sync with the national database on population.
The draft Law amending and supplementing a number of articles of the Law on Drug Prevention and Control will improve the effectiveness of drug prevention, control and control, management of illegal drug users, drug addiction treatment, prevention and combat of drug crimes.
The draft Law on E-commerce will strengthen the effectiveness of state management in the context of comprehensive digital economic development, cross-border trade development; encourage businesses to apply science and technology, compete healthily and protect consumer rights.
The Press Law Project (replacement) will perfect legal regulations on press management and development, meeting the requirements of the new situation and context, especially the development of digital technology and modern communication...
Regarding the draft Law on E-commerce, the Prime Minister suggested referring to international experience to apply creatively to Vietnamese conditions; both managing and promoting the development of stronger and wider e-commerce, while ensuring consumer rights.
Design tools to monitor, inspect, prevent and strictly handle violations, especially prevent and combat counterfeit goods, counterfeit goods, poor quality goods, goods of unknown origin, especially drugs and food; combat tax losses, strictly handle tax fraud; promote digital transformation in administrative procedures, creating convenience for people and businesses.
With the draft Law on Civil Aviation of Vietnam (replacement), the Prime Minister emphasized that this is a law to serve development, it is necessary to mobilize private resources, promote public-private cooperation in developing airlines, airports, logistics of airports, urban airports...; remove difficulties and obstacles in current practice; decentralize and completely delegate power.
Speaking at the general conclusion, Prime Minister Pham Minh Chinh requested ministers and heads of ministerial-level agencies to directly direct and prioritize the allocation of time and resources for institution building and improvement.
Carefully review, promote decentralization and delegation of authority along with appropriate resource allocation, improve implementation capacity and design tools for inspection and supervision, convert from "pre-inspection" to " post-inspection"; resolutely cut administrative procedures, reduce intermediaries, eliminate the situation of superiors "legitizing" superiors.
The work of law making and perfecting needs to ensure the following goals in terms of timeliness, progress, and quality improvement: Following reality, drawing from practice, respecting reality, taking practice as a measure; ensuring the highest legal principle; legal tools must be close to reality, with a high fighting spirit, feasibility, and effectiveness.
The Prime Minister also noted the need to be open to listening to opinions, promoting democracy in discussions, and creating extensive consensus.
