According to the announcement, in addition to the achieved results, investment preparation for some projects is still slow, the appraisal time is still long, the site clearance progress has not met the required progress (Binh Duong, Hung Yen, Lang Son...), construction implementation is still slow (Can Tho, Soc Trang, Bac Ninh, Lang Son, Cao Bang).
Procedures for granting construction material mines still have many problems and inadequacies, while resources are the common property of the country. The Prime Minister assigned Ho Chi Minh City and Tay Ninh province to speed up the preparation and approval of the Ho Chi Minh City - Moc Bai Project Feasibility Study Report, to be completed in March 2025.
Binh Phuoc and Dak Nong provinces speed up the completion of procedures to start the Gia Nghia - Chon Thanh project on April 30, 2025.
Hoa Binh province urgently submitted for approval the investment policy for the Hoa Lac - Hoa Binh project, to be completed in March 2025.
Ninh Binh province urgently completes procedures to start the Ninh Binh - Hai Phong project through Ninh Binh in April 2025 as committed.
Thai Binh provinces and Hanoi City speed up the bidding process to select investors to start construction in April 2025 for the Ninh Binh - Hai Phong Expressway Project through Nam Dinh and Thai Binh and start construction in May 2025 for component project 3 of Ring Road 4 - Capital Region.
Hai Phong proactively implements the Ninh Binh - Hai Phong project through Hai Phong, promptly proposing if there are difficulties and problems.
Hanoi decides under its authority to adjust the total investment between component site clearance projects of the Ring Road 4 project to ensure that it does not exceed the preliminary total investment approved by the National Assembly; no corruption, negativity, waste.
Regarding railway projects, the Prime Minister requested localities with high-speed railway projects on the North-South axis, Lao Cai - Hanoi - Hai Phong railway projects to proactively coordinate with the Ministry of Construction to immediately implement site clearance procedures, approve resettlement projects to meet project progress.
Ho Chi Minh City urgently organizes research and implementation of urban railway projects (submarine ships) Ho Chi Minh City - Can Gio and Ho Chi Minh City to Long Thanh International Airport; calls on investors and contractors with capacity to participate in investment; report to the Prime Minister in April 2025.
For the Long Thanh International Airport Construction Investment Project and Connecting Infrastructure, the Prime Minister requested ACV to review procedures to soon start the second runway in March 2025.
