Regarding the socio-economic development plan for 2026, the Prime Minister emphasized the main targets: including 15 socio-economic development targets; in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD.
Regarding tasks and solutions, the Prime Minister clearly stated the need to strongly promote new growth drivers; develop the digital economy, green economy, circular economy, sharing economy, semiconductor industry, artificial intelligence, etc.; build and perfect a controlled testing mechanism for new business models.
Complete the legal corridor and synchronously develop all types of markets (finance, securities, gold, science and technology, labor, real estate). Effectively pilot the digital asset market; promote the formation of a data market; promote the construction of international financial centers in Ho Chi Minh City, Da Nang and new-generation free trade zones in some localities.
The Prime Minister also outlined tasks and solutions to continue restructuring the system of credit institutions associated with bad debt handling; increasing capital for state-owned commercial banks; effectively handling weak credit institutions.
Strongly implement specific and special mechanisms and policies, immediately promote the effectiveness of the Politburo's decisions on science and technology, innovation, digital transformation, state economy, private economy, education and training, protection, care and improvement of people's health.
Continue to improve the organization of the state administrative apparatus; focus on handling long-standing backlog projects. Strengthen proactiveness, autonomy, and create development of localities; ensure the synchronous and effective operation of local governments at both levels.
Strengthen training, improve capacity, especially digital skills and build a set of criteria to evaluate the performance of tasks (KPI) of the team of cadres, civil servants and public employees, taking the level of people's satisfaction, prestige and efficiency as a measure.
Focus on completely removing obstacles for long-standing projects, especially large-scale real estate, renewable energy, industrial, commercial and service projects.
Focus on investing in the construction of strategic infrastructure projects. Speed up the implementation of the Lao Cai - Hanoi - Hai Phong railway line, railway lines connecting with China, urban railway lines Hanoi and Ho Chi Minh City; strive to start construction of the North - South high-speed railway; invest in the development of a high-speed railway system connecting regions, regions and neighboring countries.
