Accelerate site clearance, prepare resources for the project
Reporting at the working session, Chairman of Bac Ninh Provincial People's Committee Pham Hoang Son said that in the past time, the province has always received the attention and direction of the Government, the Prime Minister and the close coordination of central ministries and sectors, especially the Ministry of Public Security in implementing key projects.
The Gia Binh International Airport project has a total recovered area of about 1,960 ha. To date, agricultural land and other types of land have been handed over about 72% of the area to investors; the province is committed to completing the handover of the entire site before March 30, 2026.
Regarding residential land, the locality has completed inventory and developed a compensation plan, and is focusing on site clearance for the runway area with about 256 households in 5 villages. The relocation of 8,832 graves has been completed before the Lunar New Year.

Bac Ninh province also arranged 22 material mines with a total reserve of about 150 million m3 to serve the project construction; and at the same time deployed 4 resettlement areas, of which more than 70% of the area has been handed over, and is expected to be completed before May 15, 2026.
According to the investor's report, Gia Binh International Airport is planned according to the airport city model, with a synchronous infrastructure system and divided into two investment phases. Phase 1 (2025 - 2030) is expected to reach a capacity of 30 million passengers and 916 thousand tons of cargo/year; phase 2 to 2050 to increase to 40 million passengers and 2.5 million tons of cargo/year, and at the same time has the potential to expand to 100 million passengers/year when necessary.
In the initial phase, the project will build 2 runways, passenger terminals and auxiliary items; when reaching a capacity of 30 million passengers/year, it will continue to invest in a third runway about 4,000 m long and expand the freight terminal. After 2030, it is expected to build more passenger terminals in the East and West, connected by an internal subway system.
Along with the airport project, Bac Ninh province is implementing many important transport infrastructure projects. Among them is the route connecting Gia Binh International Airport with Hanoi, about 27.7 km long, with a scale of 10 lanes, a design speed of 120 km/h, and a total estimated investment of more than 50,000 billion VND.
For the Ring Road 4 - Hanoi Capital Region project, the section through Bac Ninh is about 23.5 km long, site clearance has reached about 97%, and most of the roadbed construction volume has been completed.
At the working session, Bac Ninh province proposed that the Government and ministries and sectors remove some obstacles in mechanisms and policies in compensation and site clearance; allow the application of special mechanisms to the route connecting Gia Binh airport with Hanoi; and at the same time study the establishment of a free trade zone, develop a logistics system and study the Hanoi - Bac Ninh - China railway line.
Developing aviation economy, new generation free trade area at Gia Binh airport
Concluding the meeting, Prime Minister Pham Minh Chinh welcomed the Ministry of Public Security, Bac Ninh province, the investor, for actively implementing the work in the past 3 months immediately after the National Assembly issued a Resolution approving the investment policy for Gia Binh airport in December 2025, achieving many results in the implementation of resettlement areas, site clearance, construction of VIP terminals, air traffic control towers, runways...
The Prime Minister clearly stated the goals to be thoroughly grasped: Building Gia Binh dual-use airport (serving socio-economic development and ensuring national defense and security), smart, civilized, modern; aviation economic zone, including the open, modern, deeply internationally integrated second-generation free trade zone; opening up a new modern development space for Hanoi, Bac Ninh and the Red River Delta, connecting important growth poles such as Hanoi, Hai Phong, Quang Ninh; connecting modern transportation of the Red River Delta, the Capital region, international connection; improving the material and spiritual life of the people.
The Prime Minister directed Bac Ninh to adjust related planning with a long-term vision, broad vision, thinking deeply, doing big, a hundred-year vision, completing it no later than April; agencies propose to the Government to adjust inter-regional planning.
Basically agreeing in principle with the proposals and recommendations of Hanoi and Bac Ninh, the Prime Minister said that it is necessary to expand the Government's Resolution No. 03/2025/NQ-CP dated August 14, 2025 on specific mechanisms and policies for investment and construction of Gia Binh International Airport, and other mechanisms such as implementing emergency construction investment projects; if supplementary mechanisms are needed, agencies should report and propose to competent authorities, including submitting to the Government for promulgation a new resolution to pilot the mechanisms that are not yet available and solve problems.

The Prime Minister also pointed out that the progress of all projects belonging to the Gia Binh airport ecosystem, including connecting roads in phase 1, must closely follow the airport construction progress.
Bac Ninh will complete site clearance for phase 1 before April 30, phase 2 before June 30, 2026.
