The Prime Minister has just issued Directive No. 21/CT-TTg dated August 12, 2025 to strengthen measures to ensure aviation safety and security.
According to the directive, in recent times, there have been a number of incidents with potential risks affecting flight safety, especially the incident of two aircraft colliding at Noi Bai International Airport; the situation of flight cancellation and prolonged flight delays affecting security and order at the airport, creating negative public opinion.
Many websites of airlines were attacked, with malicious advertisements and many user and customer accounts had their information leaked.
The Prime Minister thoroughly grasped the goal and principle of ensuring aviation safety and security: "Do not trade aviation safety and security for any reason"; "No violation is a small violation; small errors also pose a risk of causing catastrophic accidents".
The Ministry of Public Security shall preside over and coordinate with ministries, branches and localities to effectively implement measures to ensure aviation security.
The Ministry of Public Security directs police forces at all levels to synchronously deploy professional measures to promptly detect and prevent terrorist plots and activities, sabotage and disruption at airports, on aircraft, and aviation infrastructure.
The Ministry of Public Security is a coordinating unit between functional forces operating at airports to unify and effectively implement plans to ensure aviation security.
At the same time, the Ministry of Public Security guides, inspects and supervises the activities of aviation security control forces at aviation enterprises.
Regularly organize training courses and drills on illegal intervention in civil aviation activities and promote the implementation of high-tech solutions such as artificial intelligence (AI), biometric identification... to improve the effectiveness of aviation security inspection.
The Ministry of National Defense will step up the collection of data on areas where flights are prohibited and flight restrictions for drones and other flying vehicles are restricted to be published in accordance with regulations in the implementation of Decision No. 18/2020/QD-TTg on establishing no-fly areas and flight restrictions for drones and super light flying vehicles.
The Ministry of National Defense shall preside over the development and implementation of a plan to proactively deal with the use of drones and other flying vehicles that illegally intervene in civil aviation activities.
Coordinate with the Ministry of Public Security and the Ministry of Construction to effectively implement Decree No. 139/2024/ND-CP regulating the form of intercept flights, accompany flights, and forced flights of aircraft violating Vietnam's airspace to land at airports.
The Prime Minister requested the People's Committees of provinces and cities with airports to resolutely implement solutions to prevent and respond to the use of large-capacity light sources, laser lights, kites, drones, other flying vehicles, monitor and handle aviation obstacles violating regulations on clearance height that does not threaten the safety of airports.
Vietnamese airlines strictly comply with regulations and safety standards; improve service quality, ensure timely departure coefficient according to the provisions of law; seriously implement the responsibility of airlines, be transparent, build a culture of aviation safety and a culture of serving passengers.
