Prime Minister requests to establish a hotline to receive feedback on decentralization and delegation of authority

The Prime Minister requested the establishment of a hotline and notification for localities to respond to difficulties and problems if any regarding decentralization, delegation of authority, and division of authority.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 87 dated June 12 on continuing to promote decentralization and delegation of authority; and determine authority in sectors and fields.

Accordingly, the Official Dispatch sent to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally run cities stated:

To prepare for the operation of the 2-level local government organization model from July 1, 2025 in accordance with the policies and requirements of the Politburo, the Secretariat and the direction of the General Secretary, in the past time, ministries and ministerial-level agencies have made efforts and urgently developed 28 Decrees on decentralization, delegation of authority, and division of authority according to the sectors and fields assigned to the management of the ministries and branches to submit to the Government for promulgation.

Based on the content of Decree 28, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to carefully study the provisions in the Decrees to fully and properly implement them, ensuring effectiveness, without interruption or interruption;

Synthesize difficulties and problems (if any) to send to Ministers and Heads of ministerial-level agencies for comments at the National Training Conference on professional development on the organization of the apparatus of local government at 2 levels, decentralization, delegation of authority and determination of authority on June 14 and 15, 2025.

Ministers and heads of ministerial-level agencies closely monitor the implementation of Decrees, complete and publish circulars guiding the Decree (if any) before June 30, 2025, set up hotlines and notify localities to respond to difficulties and problems (if any);

Directly answer the common difficulties and problems of localities at the National Conference on June 14 and 15, 2025, answer other difficulties and problems in writing or via hotline, and have documents guiding localities to operate the 2-level local government organization model effectively.
