According to information from Yen Bai Provincial Party Committee, since 2017 - when Resolution No. 18-NQ/TW began to be implemented - the whole province has reduced 115 administrative agencies and organizations, 246 public service units; reduced 12 commune-level administrative units, 993 villages, hamlets, and residential groups, over 1,200 leaders and managers at all levels; reduced 366 civil servant positions and 2,891 public employee positions receiving salaries from the state budget.
Thereby, contributing to the structure of the staff, civil servants, and public employees, ensuring quality, meeting task requirements; at the same time, saving regular expenses to reserve resources for many other urgent priorities, especially spending on development investment and social security spending (in the period 2015-2021, Yen Bai province saved over 1,300 billion VND).
In particular, many new models of organizational structure and concurrent positions were deployed early by Yen Bai such as: Merging the Party Committee of the Provincial Agencies and the Party Committee of the Provincial Enterprises; implementing the Head of the Propaganda Department concurrently as the Director of the District Political Center, the Head of the Mass Mobilization Department concurrently as the Chairman of the District Fatherland Front Committee; the model of the Party Committee Secretary concurrently as the Chairman of the People's Council; the model of the Party Committee Secretary concurrently as the Chairman of the People's Committee at the commune and town levels...
Talking to Lao Dong Newspaper reporter, Mr. Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee said: The implementation of Resolution No. 18-NQ/TW in Yen Bai has been done systematically, with experience from commune to district level and is continuing to arrange the organization of the provincial political system according to the direction of the Central Government.
The Provincial Party Standing Committee has established a Steering Committee, assigned specific tasks, developed a detailed plan to focus on implementing and summarizing the implementation of Resolution No. 18-NQ/TW with the right quality and progress, as well as proposed tasks and solutions.
"We have built a step-by-step process to select job positions; selecting capable and talented people, not doing it mechanically, and have achieved certain results," the Yen Bai Provincial Party Secretary shared.
During the implementation of Resolution No. 18-NQ/TW, Party committees, authorities, agencies, units and localities in Yen Bai province regularly grasp the thoughts, feelings and aspirations of cadres and civil servants to promptly have appropriate solutions, creating high consensus among cadres, party members and people.
