Sending a petition to the Ministry of Home Affairs' Electronic Information Portal, Ms. Pham Ngoc Ha (name of the character changed) questioned the salary to calculate policies and regimes according to Resolution 07/2025/NQ-CP.
Regarding the feedback and recommendations of readers, the Ministry of Home Affairs said that the determination of salary as a basis for calculating allowances is implemented according to the guidance in point a, clause 5, section II of Document No. 1814/BNV-TCBC dated April 26, 2025 of the Ministry of Home Affairs, guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.
According to this guidance, the current monthly salary to calculate allowances does not include other allowances such as work responsibility allowance, hazardous and dangerous allowance, regional allowance, attraction allowance, Party committee responsibility allowance, chief accountant responsibility allowance and similar allowances.
Resolution 07/2025/NQ-CP specifically stipulates regimes and policies based on Decree 178/2024/ND-CP (on policies when arranging the organizational structure) amended and supplemented by Decree 67/2025/ND-CP.
Accordingly, the Resolution identifies 5 groups of subjects eligible for policies when resigning due to organizational restructuring, which are: cadres, civil servants, public employees and armed forces who are old enough to retire; cadres from commune level upwards who have retired or are receiving disability benefits, sick soldiers; contract workers in public non-business units; people working outside the payroll at associations; full-time trade union officials.
All subjects have their own policy frameworks suitable for each subject.
