In the coming time, continue to conduct patrols and handle violations of drug use, alcohol concentration, and running red lights according to Decree No. 168.

Member of the Party Central Committee, Deputy Prime Minister Tran Hong Ha has just signed Document 227/TTg-CN on ensuring traffic order and safety (TTATGT) in 2025.

According to the document, the Ministry of Public Security shall preside over and coordinate with relevant agencies to draft a directive to enhance the effective implementation of new regulations in the Road Traffic Safety Law, and submit it to the Prime Minister before March 31, 2025.

When a particularly serious traffic accident occurs, no later than 2 hours, it is necessary to quickly report to the Prime Minister about the initial cause, rescue situation and overcoming the consequences of the accident.

At the same time, it proposed content for the Prime Minister to direct relevant ministries, branches and localities to continue visiting, encouraging, treating victims and overcoming the consequences of the accident.

Focus on proposing and implementing solutions to reduce sustainable traffic congestion in large cities and urban areas.

Special attention should be paid to reviewing and recommending amendments to shortcomings in legal regulations that are the causes of over-acactic population density in narrow areas, causing great pressure compared to the ability to meet the needs of the transport infrastructure system; suspended urban planning, high construction density; low density of roads and static traffic, public and non-motorized transport, and multiple-modal transport connectivity are still limited.

Continue to carry out patrol, control and handling of violations throughout the program to reduce high-risk behaviors that lead to traffic accidents and cause major consequences when there are traffic accidents.

The acts include: using drugs, alcohol or banned substances while driving, violating speed regulations, not obeying traffic light signals (running red lights), going in the wrong direction, not wearing a helmet while riding a motorbike, not wearing a seat belt on a car, using a phone while driving, carrying overloaded goods...

Resolutely handle violations of road traffic safety laws in accordance with the provisions of Decree No. 168/2024/ND-CP and related regulations.

Organize the overall traffic flow of cities and large urban areas to prevent the situation of " handling one place, causing other places"; ensure urban order, handle encroachment on roadways, sidewalks, and illegal vehicle parking causing traffic obstruction and congestion.

For provinces and cities with increased traffic accidents in 2024, it is recommended to organize a review and assessment of the responsibilities of each locality and each field for increased traffic accidents, attaching the responsibility of the leader in ensuring traffic safety.
