The Government has just issued Decree No. 231/2025/ND-CP regulating the selection and use of engineers and Chief Architects for science, technology, innovation and national digital transformation.
General criteria for selecting Principal Construction Monk, Chief Architect
The Decree stipulates the general criteria for selecting Senior Project developers and Chief Architects, including:
Have a specialized training qualification suitable for the application task. Priority is given to people with degrees and certificates in core technology program management, advanced technology, and those who have been awarded national and international awards in the fields of science, technology, innovation and digital transformation.
Have the desire to contribute to the socio-economic development of Vietnam, have a clear background, good ethics; be healthy enough to work; and be dedicated to work.
With prestige, experience, outstanding capacity, typical in the field of expertise in accordance with assigned tasks, having works, inventions, and products with practical value in accordance with assigned tasks.
capable to solve complex, interdisciplinary technical problems; handle technological crises; propose breakthrough creative solutions to help speed up project implementation in limited time.
In case the candidate does not meet the specific criteria according to regulations but is able to immediately meet the requirements and professional tasks of the Master of Construction and Chief Architect, the competent authority will decide on the selection to implement the program, project, and task and will be responsible for that decision.
Criteria for selecting the General Constructor of the system teacher
In addition to the above general criteria, the General Construction Team of the system must meet the following criteria:
Have at least 10 years of continuous experience working in the fields of science, technology, innovation and digital transformation up to the time of selection.
Having the ability to design, organize and coordinate the overall program and project with a large scale, many components, multi-sector, multi-level, high-risk innovation; having the ability to link and build a network of domestic and international experts and scientists.
Having chaired at least 2 projects and programs on interdisciplinary science and technology, in the field of strategic systems with high influence indexes or at least 2 products and tasks on interdisciplinary science and technology, in the field of strategic systems that have been applied, transferred, commercialized or successfully deployed in practice.
Having directly managed or coordinated large-scale, interdisciplinary projects, fields of science, technology, information technology, finance, law, human resources or inter-regional; programs and projects in the fields of infrastructure, core technology, national digital transformation, have been successfully applied in practice; have participated in developing or implementing digital transformation strategies, technology strategies, national or industry technology maps.
Criteria for selecting project lead architects
In addition to general criteria, the Chief Architect of the project must meet the following criteria:
Have at least 5 years of continuous experience working in the fields of science, technology, innovation and digital transformation up to the time of selection.
Preside over the successful implementation of at least 1 scientific, technological, innovation and digital transformation program and task with an impact scope at the project level.
Have the capacity to implement the overall architecture of programs and projects and organize the implementation of tasks with the component of science, technology, innovation, digital transformation of programs and projects.
Having the ability to work, research, and cooperate internationally with foreign organizations in the fields of science, high technology, innovation and digital transformation.
