Streamlining the apparatus, Cao Bang realizes the goal of sustainable development

Cao Bang province has just held a meeting to announce the results of the merger and streamlining of the apparatus according to Resolution No. 18-NQ/TW.

At the meeting, the Organizing Committee of Cao Bang Provincial Party Committee reported on the progress of the implementation of Resolution No. 18-NQ/TW and the projects to reorganize and streamline the provincial political system. Accordingly, the province will transfer and merge party organizations and agencies and units in the political system to improve operational efficiency.

Party organizations in staff agencies, public service units of Party committees, People's Councils, Fatherland Front, socio-political organizations, People's Procuracy and People's Court will be transferred to the Party Committee of Party and Judicial agencies of the province.

Some party organizations in specialized agencies, public service units under the Provincial People's Committee and state-owned enterprises will be transferred to the Provincial Government Party Committee. Party delegations and Party executive committees of provincial agencies will cease their operations, and Party Committees of provincial Party agencies and the Provincial People's Committee will be established.

Regarding the government apparatus, some departments will be merged, such as the Department of Finance with the Department of Planning and Investment will be renamed the Department of Finance, the Department of Transport with the Department of Construction will become the Department of Construction, the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development will become the Department of Agriculture and Environment, taking over the task of poverty reduction from the Department of Labor - Invalids and Social Affairs; merging the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs into the Department of Home Affairs.

Establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee receiving the functions, tasks and organization of the state management advisory apparatus on religion from the Department of Home Affairs.

The Department of Education and Training received the functions, tasks and organization of the state management advisory apparatus on vocational education from the Department of Labor - Invalids and Social Affairs; merged Cao Bang Pedagogical College and the Provincial Vocational College into Cao Bang College.

The Department of Health will take on additional tasks of social protection management and social evil prevention, while the Provincial Police will take on tasks of criminal records and other areas from other departments and branches. Thus, after the merger, some departments such as: Transport, Planning and Investment, Information and Communications... will be removed from the list.

In particular, the inspection agencies will be reorganized into the Provincial State Inspectorate, reducing the number from 10 district inspectors and 14 department inspectors to 8 specialized departments. Mass organizations will be reduced from 17 to 14, and Cao Bang Newspaper and Cao Bang Radio and Television Station will merge into the Provincial Press and Communication Center.

At the meeting, Cao Bang Provincial Party Secretary Quan Minh Cuong emphasized that streamlining the apparatus is an urgent task, requiring high determination and consensus from the entire Party, political system and people. He requested that the arrangement and assignment of cadres must be fair, objective and based on actual capacity.

At the same time, it is necessary to strengthen propaganda work to create consensus in society and strengthen trust in the Party's leadership. The goal is to build a streamlined and effective political system that meets the requirements of tasks in the new context, contributing to the sustainable development of Cao Bang province.
