On July 1st, a national conference was held in Hanoi to summarize 1 year and 6 months of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Presenting a presentation on the results of implementing Resolution 57-NQ/TW of Phu Tho province, Mr. Pham Dai Duong - Member of the Party Central Committee, Secretary of the Phu Tho Provincial Party Committee said that in practice, after 1 year and 6 months of implementation, Phu Tho has shifted from the mindset of "doing according to plan, managing with administrative documents" to the mindset of "management based on goals, operating with digital data and evaluating with actual efficiency".
Regarding talent and science and technology autonomy, according to Mr. Pham Dai Duong, the province identifies high-quality science, technology, digital human resources and inter-sectoral expert groups as key conditions to turn policies into products, turn data into management capacity, and turn technology into growth drivers.
Phu Tho Provincial Party Secretary said that the province has developed a Digital Transformation Project for the period 2026-2030, with orientations to 2035. This is an action project with a roadmap and specific tasks associated with monitoring mechanisms to each unit, aiming to completely eliminate confusion at the grassroots level.
To digitally transform the platform, Phu Tho implements innovation in management and administration methods based on real-time data, interconnected 4 axes and 2 levels.
At the same time, the province is also building and putting into operation a Data-Based Growth Management and Operation System to serve the goal of double-digit economic growth. The system is built with the principle that data must be "correct, sufficient, clean, live, unified, and shared".
Phu Tho is also focusing on building a common data warehouse of the province. To create a fundamental shift, Phu Tho is preparing to deploy the "Phu Tho province 60-day data campaign" to comprehensively review, clean up and standardize all specialized databases from the province to the grassroots level.
Building digital citizens, digital society and economic development step by step into depth.
Phu Tho Provincial Party Secretary said that science and technology autonomy does not mean that the locality does everything on its own, but has the capacity to correctly identify the province's development problem; has data, standards and technology assessment capacity.
Along with that, have a team with sufficient qualifications to receive, master, improve and operate technology; know how to link with research institutes, universities, businesses and domestic and foreign experts to create products suitable to the practical needs of the locality.
The province will not attract talents according to the movement, but will link talents with big tasks, specific products and clear empowerment mechanisms" - Phu Tho Provincial Party Secretary emphasized.
