Resolution 57: Removing the bottleneck of implementation to make science and technology a driving force for growth

After 18 months of implementing Resolution 57-NQ/TW, the biggest challenge currently is to remove disbursement bottlenecks and improve the responsibility of heads.

From July 1st, when many localities officially operate according to the new model, the requirement to make science and technology, innovation and digital transformation a driving force for growth is even more urgent. After the stage of perfecting mechanisms and policies, the current problem is how to make regulations go into practice faster and more effectively.

This is also the content emphasized by Minister of Science and Technology Vu Hai Quan at the conference summarizing the work in the first 6 months of 2026 and deploying tasks for the last 6 months of the year of the Ministry of Science and Technology.

According to the Minister, after the implementation of Resolution 57 of the Politburo, the work of perfecting institutions on science and technology, innovation and digital transformation has basically been completed. The focus from now until the end of the year and the following years is to organize implementation.

The two biggest bottlenecks currently pointed out by the Minister are disbursement and the drastic direction and administration of leaders of Departments of Science and Technology.

Regarding disbursement work, the Minister requested units to focus on removing difficulties, accelerating the progress of implementing assigned tasks and projects, and at the same time assigning direct responsibility to the head.

Disbursement work must be linked to the responsibility of the head," Minister Vu Hai Quan emphasized.

The second issue lies in the advisory capacity and implementation organization of Departments of Science and Technology to the People's Committees of provinces and cities. According to the Minister, local leaders need to be more drastic, more proactive and dare to take responsibility to promote science and technology programs, innovation and digital transformation.

Localities are also requested to proactively reflect arising difficulties and obstacles so that the Ministry of Science and Technology can promptly coordinate to remove them and continue to improve the implementation mechanism.

From perfecting institutions to creating substantial results

According to the Ministry of Science and Technology, in the first 6 months of 2026, the Ministry has chaired the development and submission to the Government and the Prime Minister for promulgation of 14 decrees, 5 resolutions, 27 decisions and promulgated 34 circulars according to its authority.

The Ministry also submitted to the Government two important draft laws, including the Law amending and supplementing a number of articles of the Law on Metrology and the revised Law on Posts and Telecommunications.

Mechanisms for basic research, scientific integrity, development of high-quality research human resources and strategic technology continue to be improved, creating a foundation for a deeper deployment phase.

In the first half of 2026, Vietnam recorded 12,842 international publications, an increase of 8.4% compared to the same period last year. Many localities have switched to proactively ordering research tasks, digitizing management processes and promoting the commercialization of scientific and technological results.

In the field of innovation, local innovation centers continue to be promoted for development. The Ministry of Science and Technology also completes the mechanism to put the National Venture Capital Fund into operation and upgrade the National Science and Technology Exchange.

As a result, Vietnam's Global Innovation Index ranked 44th out of 139 countries and economies. The innovative startup ecosystem rose to 50th in the world, rising 5 places and reaching the highest ranking ever. Ho Chi Minh City for the first time joined the group of 100 leading global startup ecosystems.

Localities must set a problem, businesses participate

According to Minister Vu Hai Quan, the implementation phase of Resolution 57 requires localities to start from their practical problems, and at the same time mobilize businesses to participate from the beginning.

Issues related to agriculture, industry, logistics, environment or urban management need to be transformed into specific science and technology tasks, with clear application addresses and commercialization capabilities.

In case localities are still confused in determining tasks or lack resources, the Ministry of Science and Technology will coordinate to build a list of key tasks and accompany them throughout the implementation process.

For the field of innovation, in the coming time, the Ministry will implement a number of projects to support businesses in applying technology to improve productivity and quality, and at the same time require the effective use of investment resources, avoiding the situation of spreading out or duplicating models.

Regarding digital transformation, the Minister requested localities to carefully study new regulations, review the entire process from estimation, procurement of equipment to disbursement and operation of digital platforms.

In the first 6 months of the year, the Ministry of Science and Technology reviewed and classified 84 common digital platforms from central to local levels. By the end of the first quarter of 2026, the whole country had issued about 30.59 million public digital certificates, and the rate of digital signature literacy in the adult population reached 44.21%.

According to the Ministry's assessment, many localities have shifted from the digitalization of procedures to management, administration and service provision based on data, digital platforms and artificial intelligence.

When the institution is basically completed, the effectiveness of Resolution 57 in the next phase will depend on the speed of implementation, disbursement capacity and the spirit of daring to do, daring to take responsibility of the leadership team at the grassroots level.
