On June 19, information from Nghe An Provincial Party Committee said that it had just issued Project No. 50‐DA/TU to terminate the activities of old district and commune-level party committees and establish new party organizations in accordance with administrative units after the reorganization.
According to the project, all 412 old district-commune party committees will end their activities and be replaced by 130 new commune-level party committees, including 11 ward party committees and 119 commune party committees. The completion date is determined to be before July 1, 2025 - the official time of merging commune-level administrative units.
Each new commune-level party committee has an Executive Committee of 27 to 33 people, depending on the number of merged units. The Standing Committee consists of 911 people, including the Standing Committee with a Secretary and 2 Deputy Secretaries (1 Deputy Secretary and Chairman of the Commune People's Committee). The advisory agencies include the Office, the Party Committee and the Inspection Committee.
Some district administrative center units will be established with additional commune-level political centers under the district, serving the training and fostering of cadres and party members at the grassroots level.
The full-time staff of each new commune party committee ranges from 1517 people. For units with additional political centers, the payroll can be up to 20 people. The arrangement and rearrangement of commune-level cadres, civil servants and public employees will be completed before July 31, 2025 and will continue to be streamlined according to the 5-year roadmap.
Nghe An Provincial Party Committee identified the establishment of a party organization associated with the arrangement of administrative units as a key task, contributing to streamlining the apparatus and improving the effectiveness of leadership at the grassroots level. On June 20, a new organizational model will be piloted in Dong Loc commune (Nghi Loc district), before expanding to the whole province.
