On April 23, the City People's Committee issued an Official Dispatch on the implementation of the policy of arranging and reorganizing the political system, including those related to the organization and operation of mass associations in the area.
Chairman of Can Tho City People's Committee Truong Canh Tuyen requested specialized agencies under the City People's Committee, District People's Committees, and Mass Association organizations to disseminate, deploy, and propagate the content of the above directive documents to cadres, civil servants, public employees, and people working at mass organizations, ensuring strict, synchronous, unified, and correct implementation according to policies and regulations.
Regarding administrative procedures related to mass associations, for associations assigned by the Party and the State, temporarily suspend the settlement of arising administrative procedures according to Decision No. 780/QD-BNV dated November 5, 2024 of the Ministry of Home Affairs and Decision No. 2730/QD-UBND dated December 2, 2024 of the Chairman of the City People's Committee. This suspension will apply after March 1, 2025, pending instructions from competent authorities on reorganizing the political system.
Temporarily suspend the completion of the positions of leaders at the head and deputy head levels of mass organizations according to the policy in Official Dispatch No. 1242-CV/TU dated March 11, 2025 of the Standing Committee of the City Party Committee.
For other associations, agencies and localities shall base on the Conclusion No. 127-KL/TW of the Politburo on organizing the organizational structure of the political system, the actual situation in the locality to consider the settlement of administrative procedures under Decree No. 126/2024/ND-CP; Attaching the Association's activities with the implementation of the policy of arranging, streamlining the apparatus, towards performance, effectiveness and efficiency.
Regarding the responsibilities of agencies, localities and mass organizations, specialized agencies under the City People's Committee are responsible for state management of associations operating within the scope of sectors and fields according to regulations; coordinate to advise the Chairman of the City People's Committee to effectively implement related policies; manage, inspect and guide the activities of associations according to regulations.
Department of Home Affairs coordinates relevant agencies to advise the Chairman of the City People's Committee to settle procedures for the Association's activities in the area as prescribed; synthesize advising the City People's Committee to report to the Ministry of Home Affairs on the organization and operation of the Association; Update database according to the decentralization of management, construction, operation and management of databases as prescribed.
The People's Committees of districts and towns shall exercise the authority to handle administrative procedures for associations according to regulations; State management of associations in localities, ensuring compliance with current policies and regulations.
The City Mass Association continues to consolidate and improve the organization of the association, improve the efficiency and quality of activities; fully fulfill obligations and responsibilities; coordinate with the Department of Home Affairs and related units to update the association database according to regulations.
