Regional development is a method of organizing national growth
On behalf of the Politburo, General Secretary and President To Lam signed and promulgated Resolution No. 27-NQ/TW of the Politburo on developing regions and organizing national development space in the new period (Resolution No. 27-NQ/TW, dated August 28, 2026).
The Resolution identifies the guiding viewpoint of regional development as a method of organizing national growth, reorganizing development space, allocating resources and improving national competitiveness in the new context.
Strongly innovate development models and growth models; shift from mainly relying on available resources to creating, leading, unlocking and activating all resources;
Reorganize the unified national development space on the basis of clearly defining the role, position, functions, advantages, identity and development mission of each region in the overall sustainable national development.
The Resolution sets the general goal of restructuring, managing and effectively exploiting regional development space in sync with national development space on the basis of maximizing outstanding advantages, competitive advantages, and cultural identity of each region and each locality;
Promoting the leading, leading, and spreading role of dynamic regions, economic corridors, and growth poles; ensuring the requirements of strategic autonomy, energy security, food security and water security; improving the material and spiritual life of the people; firmly ensuring national defense and security; maintaining the independence, sovereignty, unity and territorial integrity of the Fatherland; maintaining a peaceful and stable environment.
Developing a modern urban system associated with the growth poles of the region
The Resolution identifies key tasks and solutions on organizing regional development space and effectively implementing regional planning; synchronously completing regional development institutions; innovating growth models, forming and developing new economic drivers of the region; developing modern, synchronous, inter-regional socio-economic infrastructure; developing a modern urban system associated with the growth poles of the region.
In which, organize the socio-economic development space of the region in a multi-layered, multi-polar direction, synchronously linking the mainland, sea, air, underground space, digital space and new development spaces; form and develop economic corridors, effectively connecting dynamic regions and national growth poles.
Completing the mechanism of coordination, coordination and mobilization of regional resources to be truly strong, substantive, and effective is a breakthrough in regional development; promoting regional linkages according to development space and value chains; taking economic corridors, growth poles, and dynamic urban areas as the nucleus.
The Resolution also requires strong innovation of the regional growth model in the direction of developing data economy, green economy, circular economy, digital economy, taking science, technology, innovation and digital transformation as the main driving force, the axis throughout regional development.
Focus resources on developing strategic infrastructure, digital infrastructure, technology infrastructure, infrastructure serving green transformation, energy transformation to become a key driving force to help economic breakthroughs, expand development space and unlock resources.
Invest in developing modern and synchronous transport infrastructure, effectively connecting industries, regions, between localities and major economic centers, between domestic and foreign countries.
Resolution No. 27-NQ/TW replaces Resolutions No. 11-NQ/TW, 13-NQ/TW, 23-NQ/TW, 24-NQ/TW, 26-NQ/TW, 30-NQ/TW of the 13th Politburo on socio-economic development and ensuring national defense and security in 6 socio-economic regions and takes effect from the date of signing.
