Building a revolutionary, regular, elite, and modern People's Army
On February 7, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress in a direct and online form, with the participation of more than 1.9 million delegates.
At the Conference, General Phan Van Giang - Member of the Politburo, Minister of National Defense - exchanged views on the topic "New thinking and awareness about national defense and defense of the Fatherland of the XIV Congress".
General Phan Van Giang said that the XIV Congress inherited and developed the contents on national defense from previous congresses, and at the same time added the goal of "Ensuring the highest national - ethnic interests" above all else; "protecting the country's international prestige and position", "protecting human security", "economic security, network security"; "strengthening all-people national defense, proactive defense; preventing and repelling early factors causing political instability from within", maintaining and consolidating a peaceful and stable environment for building and developing the country.
This is a viewpoint and policy that deeply reflects the development of the Party's new thinking towards the task of national defense and defense of the Fatherland, and is a strategic orientation for the entire Party, people and army to focus on effectively implementing the task of national defense and firmly protecting the socialist Vietnamese Fatherland in the new situation.
Regarding national defense tasks, General Phan Van Giang said that the 14th Congress identified: Strengthening national defense and firmly protecting the socialist Vietnamese Fatherland is a key and regular task of the Party, State, political system and the entire people, in which the People's Army (QĐND) is the core, but there is a new development step.
Building a strong and modern all-people national defense; building a solid and proactive defense area. Performing well the task of civil defense; preparing sufficient forces, vehicles, and plans to perform the "combat" task of the Army in peacetime.
The XIV Congress identified strengthening national potential and overall strength; improving mobilization capacity to meet requirements in all defense situations.
Regarding building a revolutionary, regular, elite, and modern People's Army, General Phan Van Giang clearly stated that building a revolutionary, regular, elite, and modern Army is a major policy, reflecting the strategic thinking and vision of our Party and State towards the cause of building the Army, consolidating national defense, and protecting the Fatherland. This is also an objective requirement to ensure sufficient strength to successfully complete all tasks in the new situation.
The 13th Congress determined: Building a revolutionary, regular, elite, and gradually modern People's Army, with some military branches, armed services, and forces advancing straight to modernity. By 2025, basically building a streamlined, compact, and strong Army, creating a solid premise, striving to build a revolutionary, regular, elite, and modern People's Army by 2030.
The 14th Congress affirmed: Building a revolutionary, regular, elite, and modern People's Army. "Thus, our Party has identified this goal 5 years earlier than the 13th Congress set out" - General Phan Van Giang said.
Come to the people when they need them
The Minister of National Defense said that for more than 80 years, the Army has always performed well the three functions of "combat army, working army, labor and production army".
Performing the function of a combat army, the People's Army was built revolutionary, regular, elite, and modern; strong in politics, ideology and organization, absolutely loyal to the Party, the Fatherland and the People; organized streamlined, strong with a synchronous and reasonable structure between components and forces; between standing forces and reserve mobilization forces; arranging local military organizations synchronously with local government organizations at 2 levels. Organizing the establishment of 3 youth military schools in the North, Central, and South.
Performing the function of a working army, the People's Army is always the core force participating in mass mobilization and building the grassroots political system.
According to General Phan Van Giang, the army has determined to come to the people when they need them, not to let the army be present when the people request it.
With non-traditional security, always working with all organizations and people, not only preventing, combating, and overcoming consequences, but also working with components and forces to build many new works to meet the urgent and long-term requirements of the people after each storm and flood, natural disaster occurs" - General Phan Van Giang said.
Performing the function of a labor production army, corporations, delegations, corps, economic - defense zones, promoting the role of socio-economic development in general and in remote, deep-lying, border, and island areas; key projects, contributing to consolidating the national defense and security posture, firmly protecting the sovereignty of the Fatherland.
