2026 is the year of "Breakthrough Action, Spreading Results
General Secretary To Lam - Head of the Central Steering Committee for Science and Technology Development (S&T), Innovation (I&T) and Digital Transformation (CDS) - emphasized this content when chairing the first meeting of the Standing Committee of the Steering Committee for 2026, on the afternoon of March 12, at the Party Central Committee Headquarters.
Also attending were Prime Minister Pham Minh Chinh; Politburo members: National Assembly Chairman Tran Thanh Man; Standing Secretary of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Central Party members, leaders of ministries, departments, central agencies, members of the Steering Committee.
According to the Communist Party of Vietnam Information Portal, on behalf of the Steering Committee, the General Secretary acknowledged and praised the central and local agencies for their many efforts and attempts in the past time.
However, according to the General Secretary, compared to the set requirements, there is still a lot of work to be done, requiring a stronger shift from "deploying tasks" to "creating substantial and measurable results"; from a dispersed and spreading approach to focusing resources to solve major strategically important national problems.

The General Secretary requested that the implementation of Resolution 57-NQ/TW must be more drastic, systematic, solid and effective. Each task must be associated with specific results; each program must solve major problems of national development; and each level and each sector must clearly define their responsibilities in the process of organization and implementation, in accordance with the motto of 2026, which is the year of "Progressive Action, Spreading Results".
Defining tasks in the coming time, the General Secretary clearly stated that it is necessary to continue to thoroughly grasp the guidelines and viewpoints of the XIV Congress on the development of S&T, innovation and national digital economy as the main driving force of national development, establishing a new growth model associated with double-digit growth.
The General Secretary emphasized promoting development, promoting the application of S&T, innovation and digital transformation achievements to directly serve the production and business activities of enterprises and the economy. S&T development must strongly focus on solving practical problems of the economy.
Attracting and effectively using the team of experts and scientists
The General Secretary clearly stated that the Party Committee of the National Assembly, the Party Committee of the Government, the Party Committee of the Ministry of Justice, and agencies should urgently comprehensively review the law on S&T, Innovation and Digital Economy to supplement to the legislative orientation of the 16th National Assembly term and the Strategy for building and perfecting the law in the coming period. Urgent issues that need to be resolved soon should be added to the first session of the 16th National Assembly.
For issues under the authority of the Government and ministries and sectors, it is necessary to issue them immediately, especially those related to controlled testing mechanisms (sandboxes), flexible financial mechanisms...
The General Secretary requested to more strongly implement strategic programs and plans; consider strategic technology as a pillar to create breakthroughs in growth, as a measure of the ability to master technology and affirm the stature and intelligence of Vietnamese people.
There needs to be stronger policies to train, attract and effectively use a team of experts and scientists, especially in the fields of artificial intelligence, semiconductors, data science, network security and platform technologies... ; continue to promote the dissemination of digital skills to people.
Party committees at the Central level focus on leading and directing the implementation according to assigned functions and tasks; at the same time, manage and direct according to the "vertical sector" to the commune level.
Regarding the biggest difficulties, obstacles, and bottlenecks currently regarding data, common platforms, infrastructure, equipment, human resources, financial mechanisms..., it is necessary to direct drastically and remove them at all costs, not to let the situation of general direction, no one implementing or not implementing thoroughly.
