On the afternoon of March 16, at the Party Central Committee Headquarters, General Secretary To Lam received Chinese Foreign Minister Wang Yi, Chinese Minister of Public Security Wang Xiaohong, and Chinese Minister of National Defense Dong Jun on the occasion of the first Conference of the 3+3 Strategic Dialogue at the Ministry of Foreign Affairs, National Defense, and Public Security of Vietnam - China.
At the reception, appreciating and welcoming the first time the Ministers of Foreign Affairs, National Defense, and Public Security of China visited Vietnam and the two countries to organize the first 3+3 Strategic Dialogue, General Secretary To Lam emphasized the importance of this mechanism for contributing to consolidating political trust, strengthening strategic cohesion, promoting stable development of Vietnam-China relations, and demonstrating the responsibility of the two countries for maintaining peace, stability and development of the region and the world.
General Secretary To Lam requested the Ministries of Foreign Affairs, National Defense, and Public Security of the two countries to take the lead and coordinate well in key areas such as effectively implementing high-level common awareness, and making the 3+3 Strategic Dialogue a model mechanism.

It is proposed that the Ministries of Foreign Affairs of the two countries coordinate in planning and organizing good high-level and high-level exchange activities, together with relevant ministries, branches and localities to coordinate and promote substantive cooperation between the two countries with more new bright spots, with a focus on railway cooperation, creating favorable conditions for economic - trade cooperation and people-to-people exchanges between the two countries.
The Ministries of National Defense of the two countries continue to effectively implement existing effective exchange and cooperation mechanisms, and at the same time strive to create breakthroughs in cooperation fields, commensurate with the level of strategic cohesion and trust between the two countries.
The Ministry of Public Security of the two countries focused on orienting law enforcement between the two countries, strengthening cooperation in crime prevention, and sharing experiences on protecting political security.
General Secretary To Lam requested the two sides to control and handle disagreements at sea well according to high-level common understanding; persistently resolve disagreements by peaceful means, in accordance with international law and UNCLOS 1982, contributing to strengthening trust and maintaining peace and stability in the region.
The three Ministers of Foreign Affairs, National Defense, and Public Security of China reported on the important results of the first Conference of the 3+3 Strategic Dialogue; affirmed that China always identifies Vietnam as a priority direction in neighborly diplomacy, an important direction in China's common foreign policy; and is ready to share and support Vietnam in implementing new development goals.
The Chinese Ministers affirmed that they will closely coordinate with Vietnam's corresponding agencies, closely follow high-level common perceptions, strengthen the sharing of theory and practice on Party building and national management; deepen defense and security cooperation, law enforcement, crime prevention, joint exercises; elevate substantive cooperation in all fields, especially in trade, investment, science and technology, artificial intelligence; consolidate the social foundation of the two countries' relations through promoting tourism cooperation, education and training, and people-to-people exchanges; the two sides better control and resolve disagreements, in accordance with the new level of the two countries' relations, high-level common perceptions and international law.
