Vietnam - China first holds 3+3 Ministerial Strategic Dialogue

Ministers of Vietnam and China affirmed the importance of the 3+3 Strategic Dialogue mechanism.

On March 16, in Hanoi, Politburo members: Minister of Foreign Affairs Le Hoai Trung, Minister of National Defense Phan Van Giang and Minister of Public Security Luong Tam Quang together with Chinese Foreign Minister Wang Yi, Chinese Minister of National Defense Dong Jun and Chinese Minister of Public Security Wang Xiaohong co-chaired the first Conference of the 3+3 Strategic Dialogue at the level of Ministers of Foreign Affairs, National Defense and Public Security of Vietnam - China.

The Ministers of the two countries affirmed the importance of the 3+3 Strategic Dialogue mechanism in realizing high-level common understanding, promoting the role of key and regular agencies in promoting Vietnam-China relations, as well as specialized cooperation in each field.

The three Chinese Ministers affirmed that China values and is ready to work with Vietnam to thoroughly implement the high-level common understanding, learn from each other, share experiences in Party building, national management, and firmly protect the security and development interests of each country.

The Vietnamese Ministers requested the Ministries of Foreign Affairs, National Defense, and Public Security of the two countries to contribute to strengthening political trust, pioneering the dissemination of high-level common perceptions; effectively implement high-level contact and exchange activities between the two Parties and the two countries; promote the effectiveness of cooperation mechanisms and promote specialized cooperation; and jointly promote substantive cooperation in all fields, especially economy, trade, investment, strategic infrastructure, and science and technology.

The Ministers also proposed that the two sides promote border protection cooperation, border management, entry and exit, and crime prevention; strengthen information and experience sharing on ensuring regime security, macro national security such as energy security, environmental security, information security, data security; coordinate and support each other in United Nations peacekeeping operations, search and rescue, international rescue and humanitarian operations and regional cooperation forums and activities with ASEAN's central role.

Highly appreciating the proposals of the Vietnamese side, the Chinese Ministers agreed to closely coordinate to effectively implement high-level common awareness, maintain regular exchanges between corresponding agencies of each side on the situation of each Party, each country as well as the international and regional situation, ensuring the maintenance of political security; deepening defense and security cooperation, law enforcement, border crime prevention, high technology; raising the level of substantive cooperation in all fields; overall coordination between security and development, firmly promoting the cause of socialism under the leadership of the Party; strengthening multilateral coordination, effectively responding to traditional and non-traditional security challenges.

The Ministers of the two countries also emphasized the importance of properly handling, controlling and better resolving issues at sea, in accordance with the friendly relations between the two countries and international law, creating a peaceful and stable environment for the development of each country and region.
