At the invitation of the Prime Minister of the United Kingdom and Northern Ireland Keir Starmer, on October 28, 2025, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and his wife Ngo Phuong Ly and a high-ranking Vietnamese delegation left Hanoi for an official visit to the United Kingdom and Northern Ireland from October 28-30, 2025.

Vietnam and the UK established diplomatic relations on September 11, 1973, and the UK was one of the first Western countries to establish diplomatic relations with Vietnam. Over the past half century, the friendship and closeness between the two peoples have been constantly consolidated and developed.
In particular, the official visit to the United Kingdom of Great Britain and Northern Ireland by General Secretary To Lam and his wife and the high-ranking Vietnamese delegation this time took place on the occasion of the 15th anniversary of the establishment of the Vietnam - United Kingdom of Great Ireland Strategic Partnership (2010-2025), an important milestone for the two countries to look back on the past cooperation journey, evaluate outstanding achievements, and at the same time set out new vision and development orientation for bilateral relations in the coming period.
