Mr. Dinh Van Loc is a final year student of the regular university program in the People's Public Security (CAND) and will graduate in March 2025 and is eligible to graduate with honors.
Previously, Mr. Loc joined the police service in March 2018 (qualified according to Clause 3, Article 6 of Circular 63/2022/TT-BCA).
"So when I graduate, what rank will I be promoted to? When will the promotion to Lieutenant take place? And will I be eligible for all the early promotions at the same time?" - Mr. Loc wondered.
Regarding the above question, the Ministry of Public Security has responded on the Electronic Information Portal.
According to the Ministry of Public Security, the regulations on ranks and promotions for students graduating from full-time university programs at the People's Public Security schools are specifically stipulated in Article 3 of Circular No. 63/2022/TT-BCA dated December 22, 2022 of the Minister of Public Security regulating the conferment and promotion of ranks and ranks for students graduating and completing courses at schools inside and outside the People's Public Security;
Graduates with Excellent grades will be promoted to a rank 1 year ahead of schedule according to the provisions of Article 5 of Circular No. 107/2021/TT-BCA dated November 11, 2021 of the Minister of Public Security regulating promotion, salary increase ahead of schedule or beyond the rank for officers and non-commissioned officers of the People's Public Security.
In the case of non-commissioned officers and conscripts who graduate from university, they will be promoted in rank according to the provisions of Clause 3, Article 6 of Circular No. 63/2022/TT-BCA dated December 22, 2022. The Circulars of the Ministry of Public Security do not stipulate the simultaneous enjoyment of cases of early promotion.
The Ministry of Public Security said that because Mr. Dinh Van Loc did not specify whether he was serving his military service and was recruited or discharged before taking the entrance exam to the People's Public Security Academy, and whether he was eligible for early promotion due to graduating with honors, there was no basis to specifically answer Mr. Loc's question.
Therefore, the Ministry of Public Security recommends that Mr. Dinh Van Loc contact the university (where he is studying) for guidance and follow the regulations of the Ministry.
