The Government Office has just issued Notice No. 163/TB-VPCP dated April 1, 2026, concluding the Standing Committee of the Government at a meeting on the implementation of the Lao Cai - Hanoi - Hai Phong railway project, Hanoi and Ho Chi Minh City urban railway lines.
The Standing Committee of the Government requests the Ministry of Construction, the Ministry of Science and Technology and relevant agencies to urgently review and supplement standards, regulations, and criteria for railway types to ensure general synchronization and uniformity for the whole country, meeting the development of the railway industry and the efficiency of railway investment and operation nationwide (completed before April 10, 2026).
The implementation of projects must be timely and on schedule, but must be in accordance with procedures, procedures, regulations, ensuring improving the quality of works and projects and resolutely fighting negativity, corruption, and group interests.
At the same time, it is necessary to mobilize diverse sources of capital for railway projects (state budget capital, private capital, public-private partnership, ODA loans, bond issuance,...); optimize capital sources for each route and project.
Timely and creatively apply advanced construction, management, and operation processes and technologies of the world; approach new technology processes to improve quality and progress; domestic enterprises proactively take steps to gradually receive and master technology processes on maintenance, repair, operation and exploitation...
Regarding the North-South high-speed railway project, the Standing Committee of the Government requested the Ministry of Construction to urgently have a full report and clearly express its views on technology selection, technology suppliers, and technology transfer of the project; report to the Standing Committee of the Government Party Committee.
Localities continue to deploy site clearance, compensation, and resettlement to ensure progress according to directions.
Regarding the Lao Cai - Hanoi - Hai Phong railway project, the Standing Committee of the Government requested the Ministry of Construction to direct the Project Management Board and Consultants to urgently complete the feasibility study report at the beginning of the period and hand over land clearance markers for stable route sections to localities.
Hai Phong City proactively mobilizes resources, coordinates with the Ministry of Construction to organize research and deploy investment in the branch line of Nam Hai Phong station connecting Nam Do Son station to ensure synchronous exploitation of the Lao Cai - Hanoi - Hai Phong railway project, efficiency, and combating wastefulness and negativity in the implementation process.
Regarding the Hanoi - Dong Dang railway line; Mong Cai - Quang Ninh - Hai Phong, the Standing Committee of the Government requested the Ministry of Construction to continue to preside over and coordinate with the Ministry of Foreign Affairs to work with the Chinese side to sign a Technical Assistance Agreement.
Direct the Consultant to urgently complete the initial report in April 2026, as a basis for implementing the next steps, ensuring the completion of the plan in 2026; and at the same time implement procedures to prepare pre-feasibility study reports for projects.
For urban railway projects in Hanoi and Ho Chi Minh City, the Standing Government assigned the Hanoi People's Committee and the Ho Chi Minh City People's Committee to continue to proactively organize the deployment of urban railway lines in the two cities according to their authority to ensure progress and quality.
In which, the Ho Chi Minh City People's Committee is accelerating the progress of completing procedures according to regulations to start construction of the railway line connecting to Long Thanh International Airport (Ben Thanh - Tham Luong line, Ben Thanh - Thu Thiem line, Thu Thiem - Long Thanh line,...).
