On June 19, in Hanoi, the Central Military Commission for the 2020-2025 term held the 14th Conference to review military and defense work in the first 6 months of 2025, directing the direction of performing military and defense tasks and building an Army Party Committee in the last 6 months of 2025.
General Secretary To Lam - Secretary of the Central Military Commission - chaired the Conference. Also attending the Conference were Politburo members, members of the Central Military Commission: President Luong Cuong; Prime Minister Pham Minh Chinh.
General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the Conference.

According to the report, in the first 6 months of the year, the Central Military Commission and the Ministry of National Defense have performed well the function of advising the Party and State on military and national defense; promoting the core role in building a national defense; promptly responding to traditional and non-traditional security challenges, not being passive or surprised; accelerating and successfully completing the goals and tasks of the Resolution of the 11th Army Party Congress.
The Central Military Commission and the Ministry of National Defense have directed Party congresses at all levels towards the 12th Army Party Congress, creating a solid foundation for entering the breakthrough phase of building a revolutionary, disciplined, elite, modern Army, firmly protecting the Fatherland, maintaining a peaceful and stable environment for the country to be self-reliant, confident, and move forward strongly in the era of wealth, civilization, prosperity, and national growth.

The General Secretary emphasized that the results achieved in the first 6 months of 2025 have many objective and subjective reasons. In particular, the regular, direct and comprehensive leadership and direction of the Politburo, the Secretariat and the close and effective coordination of central and local departments, ministries, branches are very important.

The Central Military Commission leads and directs the implementation of arranging the local military organization system in accordance with the organization of the local government apparatus at 2 levels; improving the ability to forecast, research, grasp, and correctly assess the situation, promptly advise the Party and State on policies and strategies to ensure the highest national and ethnic interests, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.
The General Secretary pointed out that it is necessary to resolutely implement the "Digital education movement", implement administrative reform, digital transformation in military administrative management; must make each officer and soldier a "digital soldier", master a digital platform, have digital skills to serve usefully in performing assigned tasks; must "modernize people" before "modernizing weapons and equipment"; resolutely and strongly implement key projects in the military and defense.
The General Secretary emphasized the determination to maintain, consolidate and expand trust in defense cooperation with countries and partners; prioritize neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends, build and strengthen strategic trust, ensure the highest national and ethnic interests; effectively implement programs and projects to overcome the consequences of war and United Nations peacekeeping activities.
