Accordingly, the National Assembly Standing Committee resolved to supplement the 2025 legislative program to submit to the National Assembly for comments and approval at the 10th Session (October 2025) according to a shortened order and procedure for the two projects.
Specifically, the Law on Digital Transformation and the Law on specialized Courts at the International Financial Center.
According to the resolution, the Law on Digital Transformation submitted by the Government, the Committee for Science, Technology and Environment will be the agency in charge of the review.
Meanwhile, the Law on Digital Transformation and the Law on specialized courts at the International Financial Center will be submitted by the Supreme People's Court, the Law and Justice Committee will be the agency in charge of the review.
Both of these draft laws will be submitted to the National Assembly Standing Committee for comments in September 2025.
In addition, the National Assembly Standing Committee has also issued Resolution No.7/2025/UBTVQH15 on adjusting the 2025 Legislative Program.

Specifically, the Law amending and supplementing a number of articles of the Law on Technology Transfer; the Law amending and supplementing a number of articles of the Law on Intellectual Property; the Law on High Technology (amended).
The Resolution proposes that the Government direct the study, review of policies, and adjust the scope of amendments and supplements to the Law on Technology Transfer to comply with the provisions of the Law on Promulgation of Legal Documents on Laws on Amendments and Supplements.
According to the resolution, all three draft laws mentioned above will be submitted by the Government to the National Assembly Standing Committee for consideration and comments at the September 2025 session.
