This content was clearly stated by Prime Minister Pham Minh Chinh in Directive No. 24/CT-TTg on promoting the implementation of technological solutions to serve people and businesses associated with population data, identification and electronic authentication.
The Directive emphasizes the deployment of utilities on the VNeID application to perform 25 full-process online public services.
The implementation of administrative procedures and public services online throughout the process according to Plan No. 02-KH/BCDTW of the Central Steering Committee on science, technology development, innovation and digital transformation shows that people and businesses still prioritize submitting documents directly at the Public Administration Service Center.
For the implementation of document integration on the national identification application (VNeID): Many units still require people to provide documents while citizen data and electronic documents have been integrated on VNeID.
The Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Government Office and related units to deploy the utility on the VNeID application to perform 25 full-process online public services in Plan No. 02-KH/BCDTW, to be completed in September 2025.
The Ministries of Public Security, Finance, Justice, and Industry and Trade ensure the maintenance and provision of 25 essential and effective online public services throughout the entire process assigned in Plan No. 02-KH/BCDTW.
From October 1, Public Administration Service Centers at all levels have not collected paper documents for 25 essential online public services that have provided the entire process, replacing it with data mining.


The People's Committees of provinces and cities direct the arrangement of sufficient means, machinery, equipment and human resources for cadres, civil servants, public employees, union members and youth to guide and support people in need of implementation at the Public Administration Service Centers at all levels.
Ministries and branches shall preside over and coordinate with the Ministry of Public Security and the Government Office to announce monthly a list of documents of citizens and organizations under their management that have been integrated and updated on electronic identification accounts in the VNeID application to replace physical documents, ensuring correctness, sufficient cleaning, living standards, unity, and common use.
Public Administration Service Centers at all levels publicly disclose information to citizens and organizations about the above list of documents for use and do not require certification or certification of published documents.
