On the afternoon of November 20, in Phu Quoc special zone, General Secretary To Lam and the Central Working Group worked with the Standing Committee of the An Giang Provincial Party Committee on the results of implementing the political tasks of the locality in the first 10 months of 2025.

An Giang has a population of nearly 5 million people (third in the country), GRDP 2025 (ranked 16/34). In addition to central cities and fertile agricultural areas, An Giang also has 3 special zones: Phu Quoc, Tho Chau, Kien Hai, which are strategic islands for developing the marine economy, tourism, services and ensuring national defense and security.
In the first 10 months of 2025, the province's economy maintained a positive growth momentum, GRDP reached 7.85%, the highest in the region and among the best in the country. Tourism welcomes over 21 million visitors (up to 21.7%)...
Speaking at the meeting, General Secretary To Lam acknowledged and praised that this is the result of the efforts, solidarity and creativity of the entire political system and all classes of people in the province; an important foundation for the new An Giang to make a stronger breakthrough in the coming period.
In addition to the achieved results, the General Secretary pointed out that there should be strong and breakthrough solutions in the coming period to better exploit new development space and truly promote the role of a strategic upstream province and island of the Mekong Delta and the whole country.
To develop An Giang province quickly and sustainably, rise to become a province of the country, a national marine economic center as proposed by the 1st Provincial Party Congress (2025 - 2030), the General Secretary suggested that the An Giang Provincial Party Committee should well implement the requirements of building a clean and strong Party Committee and political system. Maintain solidarity and discipline to create a foundation for development; strengthen national defense, security, foreign affairs, ensure a stable environment for a border area, sea and island with a strategic position.
The spirit of "developing science and technology, innovation and digital transformation" needs to be concretized through practical programs and projects, considering this a new growth driver. At the same time, An Giang must mobilize and effectively use all resources, especially from the private economy and international cooperation, to promote rapid and sustainable development.
The General Secretary said that the Central Government acknowledged the province's proactive implementation of tasks after Phu Quoc established a special zone model. The province is urgently developing a Project to organize the government apparatus of Phu Quoc - Kien Hai - Tho Chau special zone. This is a major task, a new model, requiring the province to continue to closely follow the Central's instructions, perfect the functions, tasks and operating mechanisms of the special forces government. The province continues to improve institutions and a model of special-zone governance so that Phu Quoc can truly become a new growth pole of the province and the region. The goal is to preserve forests, protect seas, ensure environmental sanitation; towards the use of clean energy.
The General Secretary pointed out that the strong development of the marine economy, tourism and modern services, innovation, and the special zone of Phu Quoc will create a breakthrough growth zone. On a special mechanism, the province proactively proposes to pilot a truly breakthrough new model and policy; attract strategic investors and international brands; build Phu Quoc into a "model unit for security, order and urban civilization", develop the space connecting Tho Chau - Kien Hai - Ha Tien - Rach Gia - Hon Dat into a chain of urban - seaport - tourism - coastal services and a unified strategic defense line.
The General Secretary suggested that the province should promote the application of science - technology and digital transformation in the fields of economy, governance and public services; perfect mechanisms, mobilize resources for investment in technology infrastructure, research centers, creative startups, information technology; focus on training, fostering and attracting high-quality human resources, building specific policies to promote talent; gradually turning An Giang province into a center for application of science - technology in the Southwest region.
Regarding the APEC 2027 Summit, the General Secretary requested that An Giang province should closely coordinate with the Central and localities, focusing highly on preparing, reviewing, and accelerating connecting transport infrastructure projects, logistics, trade, services and tourism; focusing on urban beautification, environmental protection, building a civilized lifestyle; improving the professionalism of the conference service team...
