On the occasion of Vietnam Law Day, November 7, in Hanoi, General Secretary To Lam worked with the Party Committee of the Ministry of Justice on the results of leadership and direction in implementing the tasks of the Ministry and the Justice sector since the beginning of the 13th Party Congress term until now, and the direction until the end of the term.
Speaking at the meeting, on behalf of the Party and State leaders, General Secretary To Lam acknowledged, highly appreciated and congratulated the achievements and results that the Ministry of Justice has achieved in recent years.
General Secretary To Lam emphasized that since the 12th Congress, our Party has always determined that institutional breakthroughs, focusing on legal breakthroughs, are strategic breakthroughs.
In order for the country to firmly enter the new era and soon successfully complete the strategic goals set by the Party, the urgent reality is requiring the work of building laws at a new level, truly creating a strong driving force for development.
The General Secretary proposed to strongly innovate legislative work according to the functions and tasks of the Ministry of Justice, including innovating the thinking of law-making.
Regarding the Law and Ordinance Development Program proposed annually by the Party Committee of the Ministry of Justice, General Secretary To Lam requested that the law and ordinance development program must be truly lively, fully, correctly and promptly institutionalize the Party's policies, reflect the breath of reality, closely follow reality, and solve practical problems; must remove legal "bottlenecks", urgently put stagnant and wasted social resources back into operation; create a legal basis for forming new growth drivers, new production relations and productive forces, and new industries.
At the same time, focus on building a legal corridor for new issues and new trends (artificial intelligence, digital transformation, green transformation, etc.); form a breakthrough mechanism to attract domestic and foreign talents; implement the mechanism of "Amending one law, adjusting many laws" to immediately overcome the contradictions and overlaps of laws.
In legal appraisal and drafting of legal documents, the General Secretary requested to absolutely not allow group interests, legal impacts, omissions, or incomplete assessments of security factors that cause negative impacts on the common interest, national interest, and people's rights.
Regarding the strong innovation of the law-making process, the General Secretary noted three guarantees. These are: Ensuring democracy, transparency, timeliness, feasibility, efficiency, ease of application in practice, saving time and costs, improving the "productivity and quality" of law-making; Ensuring the assessment of real policy impacts; Ensuring the implementation of a mechanism for receiving and explaining comments from affected subjects, which are people and businesses, not allowing group interests, local interests, and not making it difficult for people and businesses in designing legal regulations.
The General Secretary also requested to promote the Party spirit in building, perfecting and enforcing laws; focusing on perfecting laws on the organization and operation of agencies in the political system, associated with the spirit of promoting decentralization, delegation of power and maximum reform of administrative procedures.
Based on the recommendations and proposals of the Party Committee of the Ministry of Justice and the comments, the General Secretary agreed to consider including in the 2025 Work Program of the Politburo and the Secretariat the content of research, development and submission to the Politburo for promulgation of the Directive on "Innovation in law-making and enforcement to meet the requirements of national development in the new era".
