Every year in July, our people celebrate the most sacred and profound feelings to remember and express gratitude to those who sacrificed for the country's rivers, heroic martyrs, war invalids, and sick soldiers - those who did not spare their blood and bones, their lives for the independence, freedom and peace of the Fatherland. The 27th of July every year is also an occasion for the entire Party, people and army to express their deep gratitude to the families of people with meritorious services to the revolution. The noble tradition of "remembering the source when drinking water" has become a sacred bond connecting generations of Vietnamese people, a great source of spiritual strength for the entire nation to unite, overcome all difficulties, build an increasingly rich and civilized country, worthy of the great sacrifices and contributions of the previous generations.
The history of the Vietnamese people for more than 4,000 years is the immortal homeland of patriotism, of indomitable will and indomitable fighting spirit, and is the gratitude of those who are living with those who have offered their lives to the country's rivers. Having gone through hard-fought and sacrificed wars to defend the country, from the time of the Hung Kings to the difficult resistance wars against foreign invaders, our people have never submitted to the power, and have never retreated from the dangers of invasion. In particular, in more than 95 years under the leadership of the Communist Party of Vietnam and 80 years of the Socialist Republic of Vietnam, millions of outstanding children of the nation have fallen to help the Fatherland stand up, make the country independent, peaceful, unified, and make the people live freely, prosperously, prosperously, and fortunately.
We cannot have today, cannot have a Vietnam that is innovative, developed, and deeply integrated without the sweat and blood of many generations of revolutionary soldiers, soldiers, youth volunteers, frontline workers, mothers and fathers ready to encourage their children to fight and take part in the difficulties, hardships, and losses of themselves with the spirit of "determination to die for the fatherland and the Fatherland to live", "all for the front line". Together with their ancestors, more than 1.2 million martyrs, 9.2 million people with meritorious services to the revolution and relatives of meritorious people nationwide today, all of them are the immortal souls of the nation, the most beautiful symbol of Vietnamese revolutionary heroism. More than 3,000 martyrs' cemeteries, more than 4,000 works commemorating martyrs across the country are the spark that always lights up the achievements and commemorates the martyrs; more than 100 million hearts of Vietnamese people are a source of affection, imbued with the morality of "remembering the source when drinking water", " feeding the tree planters" for those who have merited the country.
Uncle Ho once advised: "For those who have bravely sacrificed part of their blood... The Party, the Government and the people must find every way to give them a peaceful place to eat and live, and at the same time, open vocational training classes suitable for each person so that they can gradually become self-sufficient. For martyrs in each locality, it is necessary to build flower gardens and steles to commemorate the heroic sacrifice of the martyrs, so that the spirit of patriotism can be educated for all generations for our people. For the parents, wives and children of war invalids and martyrs who lack the ability to work and are miserable, the local government must help them have a suitable job, determined not to let them go hungry or cold".
Following Uncle Ho's teachings, many preferential policies have been issued, many houses of gratitude and gifts on the 7/27 have come to war invalids, martyrs' families, and meritorious people across the country. Directive No. 14/CT-TW dated July 17, 2017 of the Secretariat on continuing to strengthen the Party's leadership in the work of people with meritorious services to the Revolution; Resolution No. 42 NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve social policies, meeting the requirements of the cause of building and defending the fatherland in the new period; Ordinance on preferential treatment of people with meritorious services to the revolution... is an obligation, a responsibility, a morality, an affection, a heart of gratitude of the people, of the Party, the State to those who have "focused on the country, devoted to the people" wholeheartedly serving the country and the people.
To continue following national traditions, according to Uncle Ho's teachings, implementing the Party and State's policies for war invalids, martyrs' families, policy families, and people with meritorious services to the revolution, we need to continue to focus on implementing the following tasks:
First: Strengthen the leadership and direction role of Party committees at all levels, authorities, the Fatherland Front and social organizations in caring for and protecting the legitimate rights of meritorious people. Ensure the full and timely implementation of preferential policies for war invalids, martyrs, sick soldiers, meritorious people and relatives of meritorious people, policy families to avoid errors, delays or forms.
Second: Review and perfect policies and laws on meritorious people in the direction of fairness, transparency, and the right subjects, while expanding the scope of policies for those who have made real contributions but have not been properly recognized. Prioritize reforming administrative procedures in confirming and resolving the regime for those who have contributed to the cause of national liberation, national reunification and building and developing socialism.
Third: Concentrate resources to improve the material and spiritual life of policy families and meritorious people, especially in disadvantaged areas, remote areas, border areas, islands, ethnic minority areas, revolutionary bases, and former resistance areas. Promote gratitude programs such as building and repairing gratitude houses, supporting health care, restoring functions, vocational training and creating sustainable jobs for children of meritorious people.
Fourth: Strongly promote the inspection, supervision and creation role of the Fatherland Front, socio-political organizations and people in implementing policies for war invalids, martyrs, and meritorious people; at the same time, promptly detect and strictly handle acts of profiteering and fraud in declaring documents to enjoy incentives in social policies.
Fifth: Strengthen propaganda and education of patriotism traditions, gratitude to people with meritorious services in the whole society, especially in the young generation; effectively integrate into political and ideological education programs, extracurricular activities in schools, agencies and units. Raising awareness and responsibility of citizens in implementing the morality of "Remembering the source of water when drinking" and "repaying gratitude".
Sixth: Applying digital technology, building a digital data system about people with revolutionary contributions to manage, monitor, and evaluate policies accurately, synchronously, and transparently. Connecting between central and local agencies to serve people more conveniently and effectively. Applying scientific and technological advances in the search for and collection of martyrs' remains, identifying martyrs with missing information.
Seventh: Organize activities of gratitude, commemoration, visitation, and honor for people with revolutionary contributions in a practical and thoughtful manner, avoiding formality and waste. Launching the movements "Retitude", "All people take care of meritorious people" associated with building new rural areas, civilized urban areas, national defense, security of all people and sustainable social security.
The above tasks need to be concretized into action programs for each locality, village, residential group, each sector, each agency and union, with the highest sense of responsibility, deeply demonstrating the gratitude of the Party, State and people for the great sacrifices of war invalids, martyrs and people with meritorious services to the revolution.
