On June 21, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting on the subject of law in June 2025, giving opinions on 8 important contents.
Speaking at the meeting, Prime Minister Pham Minh Chinh reiterated the viewpoint of considering institutions as resources and driving forces to build and develop the country quickly and sustainably, achieving the GDP growth target of 8% this year and 2 digits in the coming years, achieving the 2 100-year goals set.
The Prime Minister requested ministers and heads of ministerial-level agencies to continue to pay attention to leadership, direction, and arranging capacity and qualifications, ensuring resources according to regulations, ensuring progress and improving quality in law-making and improving.
From the beginning of 2025 to now, the Government has reviewed and commented on more than 50 draft laws and resolutions. At the 9th Session of the 15th National Assembly alone, the Government submitted to the National Assembly 43 laws and resolutions, including many especially important contents to meet practical requirements and create new development momentum.
The Prime Minister commended and highly appreciated the ministries and branches for their efforts in developing draft laws to submit to competent authorities to issue resolutions related to law-making and enforcement. Especially the contents for the process of arranging administrative units at all levels and building 2-level local governments.
Prime Minister Pham Minh Chinh stated "6 enhancements" in the viewpoint of directing the development and improvement of laws. At the same time, assign "6 clear" tasks such as: Clear people, clear work, clear time, clear responsibility, clear authority and clear results.
The Prime Minister requested that the submission of documents and draft laws for amendments and supplements should clarify "5 stars): Why remove, why complete, why supplement, why cut procedures, why decentralize and delegate authority.
With the new laws, it is necessary to ensure "4 must": Must thoroughly grasp the Party's guidelines and policies; must solve problems and problems in practice; must agree with the people, must collect opinions from experts and scientists; must meet the conditions to promulgate and put into practice.
In addition, the Prime Minister noted that for different opinions of agencies, there must be explanations and opinions of the submitting agency; at the same time, express them briefly, concisely, and comprehensively.
Giving opinions on specific contents in the dossiers and draft laws discussed at the meeting, for the dossier policy of the Law on Personal Income Tax (replacement), the Prime Minister emphasized the requirement to collect correctly, fully, and promptly, but at the same time, it is necessary to encourage, create development, and facilitate tax payment and tax refunds.
Regarding the policy dossier of the Law on E-commerce, the Prime Minister also emphasized the requirement for management to simultaneously promote development; management in the direction of digitalization, ensuring efficiency; preventing smuggling, counterfeit goods, counterfeit goods, poor quality goods...
Regarding the policy dossier of the Law on Civil Aviation (amended), the Prime Minister said that it is necessary to pay attention to managing leaks, not overlapping; promoting decentralization and delegation of authority; mobilizing resources from people and businesses to develop infrastructure.
Regarding the draft Law amending and supplementing a number of articles of the Law on Education; policy dossier of the Law on Higher Education (amended); policy dossier of the Law on Vocational Education (amended), the Prime Minister noted that the scale of schools must be increased, strengthen branches; strengthen post-inspections; improve quality, create conditions for lifelong learning.
In the field of vocational training, the Prime Minister noted that what people and businesses can do and do better, there are mechanisms and policies to encourage, and what people and businesses cannot do, the State must do.
