This is the content stated in Conclusion No. 183-KL/TW of the Politburo and the Secretariat dated August 1, 2025 on actively implementing and operating the 2-level local government model, strongly shifting the grassroots level to proactively grasping and managing the socio-economy, national defense and security.
In this conclusion, the Politburo and the Secretariat assigned the Government Party Committee to continue to lead and direct the review and improvement of institutions resolutely and effectively; amend and supplement legal regulations related to the organization and operation of local governments at both levels; improve the organization and apparatus, build human resources, arrange and train cadres, civil servants and public employees appropriately; promote decentralization and delegation of authority; innovate the financial allocation structure for local government levels, arrange the budget, fully equip facilities, conditions, working means... to ensure that the new model continues to be implemented smoothly and effectively (to be completed before August 31, 2025).
The Conclusion also clearly stated that the Government Party Committee directed agencies to review and evaluate the results of 2 months of implementing decentralization and delegation of authority to local authorities, especially decentralization tasks to the commune level, promptly adjust and supplement them appropriately and ensure effective implementation of conditions.
The Government Party Committee leads and directs the Ministry of Home Affairs to coordinate with relevant ministries and branches: Urgently continue to organize training and fostering expertise and profession for commune-level civil servants and public employees; develop a set of tools to evaluate work efficiency, as a measure of the quality of civil servants and public employees (to be completed before August 31, 2025).
Research, promulgate or propose to competent authorities to issue regulations on regimes and policies, ensuring correlation between cadres and civil servants affected by the organizational arrangement such as: Cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic, dangerous jobs or worked for 15 years or more in areas with particularly difficult socio-economic conditions and have reached retirement age; commune-level cadres and above who are receiving retirement benefits, disability benefits, and sick leave benefits; workers working at Associations assigned by the Party and the State at the provincial and district levels; full-time union officials working under labor contracts (receiving salaries and allowances from trade union funds) before August 31, 2025.
The Conclusion also stated that the Government Party Committee leads and directs the Ministry of Justice to urgently complete the review, synthesis, and consultation with ministries and branches to propose solutions to perfect the law, especially some provisions between laws, decrees, and circulars on decentralization, delegation of authority, and division of authority when organizing a 2-level local government model that is still contradictory and overlapping, not ensuring consistency or not specific and clear enough for localities to implement (to be completed before August 31, 2025).
