Building an inter-sectoral coordination mechanism to promote marine economic development

On May 28, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries and branches on the inter-sectoral coordination mechanism for sustainable development of the marine economy.

According to the report of the Ministry of Agriculture and Environment, after 7 years of implementing the Vietnam marine economic sustainable development strategy to 2030, with a vision to 2045 (Strategy), key marine economic sectors such as tourism - marine services, marine economy, oil and gas exploitation, seafood, renewable energy and some new marine economic sectors have had positive developments.

However, the implementation of specific tasks according to the Strategy is still slower than planned.

Of the total 169 projects, projects and tasks assigned by the Government to ministries, branches and 28 provinces and cities with seas, only 35 contents are being implemented to date, equivalent to 20.7%. This significantly affects the overall progress and goals of the Strategy.

One of the main reasons pointed out is the lack of a strong enough inter-sectoral coordination mechanism to monitor, update progress, remove obstacles and create connections between projects and projects under implementation.

Due to the large volume of projects and the participation of many ministries and branches but the lack of inter-sectoral coordination mechanism, the updated progress and implementation status of projects and projects are still inadequate and limited.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha said that in order to sustainably develop the marine economy, the prerequisite is to build and effectively operate an inter-sectoral, inter-regional and inter-national coordination mechanism.

This is the foundation for managing, exploiting and synthesizing resources, resolving conflicts and selecting optimal options between development areas at sea.

Strategy and planning are two important tools in inter-sectoral coordination. However, to solve the problem of multi-sector and multi-field development in a sea area, where there is potential conflict between maritime, wind power, aquaculture, tourism, oil and gas, etc., even related to international factors, it is necessary to add other effective coordination tools.

The Deputy Prime Minister suggested that the Ministry of Agriculture and Environment take the lead in coordinating with relevant ministries and branches to study and propose mechanisms for resolving development conflicts, and select solutions based on the pillars of environmental efficiency, economy and job creation capability.

At the same time, research and develop a set of tools to support analysis and assessment to support the process of selecting appropriate development plans in areas with great potential, resolving inter-sectoral conflict situations; a mechanism to coordinate the investigation and survey of marine resources to serve the implementation of strategies and planning for marine economic development.

The Ministry of Agriculture and Environment urgently reviews and completes the regulations, and determines the scope of activities of the National Committee.

In particular, focusing on resolving conflicts of inter-provincial, inter-regional nature or related to national key projects, or international issues such as implementing international agreements, research on marine science, handling environmental incidents with cross-border factors or beyond local capacity.

The Deputy Prime Minister noted the close relationship between marine resources and economic development strategies of regions and provinces.

If a development strategy risks affecting space or resources and the marine environment, the National Committee must give its opinion.
