The Party promptly identified the right direction, goals, methods of operation and clearly affirmed the viewpoint: Our Army is the army of the people, by the people, for the people placed under the leadership of the Party; political tasks determine military tasks.
In the resistance wars against French colonialism and American imperialism, as well as in the cause of building and protecting the Fatherland and the cause of national renovation, the leadership of the Party has always been a decisive factor in all victories and achievements of the Army. It is by being steadfast and strictly implementing those principles that the Vietnam People's Army has continuously grown and strengthened with the entire people to defeat invaders, making glorious feats of arms and great victories that go down in the glorious history of the nation.
In recent years, especially the 2020-2025 term, the world and regional situation has developed rapidly, complexly, and unpredictably; our country has faced many difficulties and challenges, especially the impacts of the Covid-19 pandemic, natural disasters, climate change, along with the increasingly high requirements of the cause of building and protecting the Fatherland, the absolute and direct leadership of the Party in all aspects towards the Army continues to be strengthened. The entire army has highly promoted the spirit of solidarity, proactiveness, creativity, overcoming all difficulties and challenges, comprehensively completing tasks; many tasks have been successfully and excellently completed, thereby clearly affirming the decisive leadership role of the Party in the maturity and feats of arms of the Army. In which, some important highlights emerge:
The Central Military Commission and the Ministry of National Defense perform well the function of strategic advisory services to the Party and State on military and national defense. Proactively forecast the situation correctly, promptly advise and effectively handle defense situations, not to be passive or surprised in any situation, maintain independence, sovereignty, unity and territorial integrity; maintain a peaceful and stable environment for national development. Many resolutions, strategies, projects, and plans are elaborately, methodically, and practically built, meeting the requirements of modernizing the Army, firmly protecting the Fatherland in the new situation. The Army Party Committee has directed the entire army to closely coordinate with forces to build a people-wide national defense posture associated with the people's security posture, the "people's heart posture" increasingly solid. The defense posture of military regions, defense areas of provinces and cities continues to be consolidated and strengthened; the national defense potential of the country is strengthened; the combined strength of the entire nation in the cause of national defense is constantly being enhanced.
Along with that, the entire army has been led and directed to basically complete the organizational arrangement and staffing in the direction of "sharp, compact, strong", mobile, flexible, ensuring suitability with national defense, military and combat art strategies in new conditions. Many agencies and units have been consolidated, arranged, and improved in effectiveness and efficiency of operations, meeting the requirements of building the Army in the new situation. Units throughout the army proactively ensure full and timely logistics and technical work for tasks, responding promptly and effectively to non-traditional security challenges.
Political and ideological education work is particularly valued by Party committees and Party organizations throughout the army, organized and implemented closely, going into depth, achieving practical effectiveness; pioneering and setting an example in preventing and combating the plot of "peaceful evolution" of hostile and reactionary forces, fighting against manifestations of "self-evolution", "self-transformation". Promoting the study and following of Ho Chi Minh's ideology, morality, and style; the campaign to promote tradition, dedicate talent, and be worthy of the title "Uncle Ho's soldiers" in the new era and the "Determined to Win" Emulation Movement are widely deployed, creating a clear change in the awareness and actions of cadres, party members, and soldiers throughout the army. The work of planning, training, fostering, using, and rotating cadres is carried out synchronously and systematically, ensuring democracy, objectivity, and in accordance with procedures and principles. The Army proactively and actively participates in United Nations peacekeeping operations; successfully organizes many exchanges, defense exhibitions, joint exercises, rescue and relief, contributing to enhancing the position and prestige of the country and the Army in the international arena.

In the coming years, the world and regional situation will continue to develop rapidly and complexly, strategic competition between major countries will become increasingly fierce, armed conflicts will occur in many places, with many types of wars, new modes of operation, traditional and non-traditional security challenges intertwined affecting international life and potential factors causing instability. Our country, after 40 years of renovation, has achieved many great achievements, of historical significance, economic growth is quite good, people's lives are constantly being improved, political and social stability, national defense and security are firmly consolidated, and international position and prestige are increasingly enhanced. The implementation of the revolution to streamline the apparatus and the two-level local government model initially achieved many important results, posing the requirement to continue adjusting the local military organization in accordance with the new situation. However, besides the opportunities and advantages, we still have to face many difficulties and challenges, especially in economic development, enhancing the potential of the people.
From the above characteristics of the situation, in the coming time, thoroughly grasping the implementation of the Resolution of the 14th Party Congress, the Resolution of the 12th Party Congress of the Army, the Army Party Committee and the entire army continue to adhere to the principle of the Party leading absolutely and directly in all aspects for the Army, building a clean, strong, exemplary, and typical Army Party Committee; continue to perform well the function of strategic advisory on military and defense, improve the Party's leadership mechanism in the Army, excellently complete all tasks, and firmly protect the socialist Vietnamese Fatherland. In which, the Army Party Committee and the entire army focus on effectively implementing the following main contents:
First, continue to thoroughly grasp and firmly adhere to the Party's military and defense guidelines, promote collective wisdom, bravery and strategic vision to effectively perform the strategic advisory function on military and defense.
Thoroughly grasping and firmly adhere to the Party's military and defense guidelines is a principled requirement, and also a prerequisite for the Vietnam People's Army to maintain its revolutionary nature and promote its core role in the cause of building and protecting the Fatherland in the new situation. Faced with the rapid, complex, and unpredictable changes of the world and regional situation; the interweaving of cooperation and struggle, between peace and conflict; the strong development of military science and technology and new war forms, maintaining strategic orientations, not fluctuating in goals, not deviating from standards in thinking is of particular importance. The Party Committee of the Army and the entire army must continue to fully and comprehensively grasp the Party's viewpoints and guidelines on military and defense; creatively apply Marxism-Leninism, Ho Chi Minh's ideology; closely link military and defense tasks with socio-economic and foreign affairs development tasks; resolutely protect independence, sovereignty, unity, and territorial integrity.
The Party Committee of the Army and the entire army need to promote a high level of collective intelligence, political bravery and strategic vision to better perform the function of advising the Party and State on military and defense. The advisory committee must go one step ahead, accurately forecast, accurately assess, and promptly propose strategic decisions and policies, not to be passive or surprised in any situation. Implement well the guiding ideology of General Secretary To Lam on implementing "2 steadfast, 2 proactive, 2 preventive" and the motto "5 solid". The reality of more than 80 years of construction, combat and maturity of our Army clearly affirms, maintains and strictly implements this principle to ensure that the Army successfully completes assigned tasks; conversely, any ambiguity or laxity about the Party's leadership role will weaken the political and spiritual strength of the Army. In the current context, when hostile forces are promoting the plot to "de-politicize" the army with increasingly sophisticated and cunning tricks, the requirement to maintain the Party's principle of absolute and direct leadership of the Army in all aspects must be placed at the top, not only in awareness but also in implementation organization.
Along with adherence to principles, the Army Party Committee and the entire army need to continue to study and improve the Party's leadership mechanism in the Army to suit the new task requirements and the organizational and staffing model of the modern Army. The focus is to make Marxism-Leninism, Ho Chi Minh's ideology, the goal of national independence and socialism, and the Party's renovation path become a solid ideological foundation, dominating all leadership, command and task implementation organization activities.
On that foundation, the Army Party Committee needs to lead and direct the promotion of the core role in building a people-wide national defense associated with the people's security posture; proactively participate in the struggle to refute wrong and hostile views, firmly protect the Party's ideological foundation. The struggle must be carried out in an organized manner, with forces, with appropriate methods, closely linked to the reality of military and defense tasks. Thereby, affirming the pioneering role of the Army on the ideological-theoretical front, firmly consolidating the "people's heart posture", creating a solid political-spiritual foundation for the cause of building and protecting the Fatherland.
Fourth, regularly take care of building typical clean and strong Party organizations at all levels, with high prestige and leadership capacity, strong combat strength, on par with tasks.
Building clean and strong Party organizations at all levels is a direct and regular requirement in building the Army Party Committee, in order to ensure the core leadership role comprehensively in each agency and unit. Faced with increasingly high task requirements, increasingly large organizational scale and forces, and increasingly deep modernization levels, if the Party organization is not truly strong, it is difficult to lead units to successfully complete tasks. Therefore, the Army Party Committee and the entire army need to continue to focus on consolidating and strengthening Party organizations at all levels in accordance with the new organizational and staffing model; improve the quality of Party committee and cell activities; strictly implement the principles of organization and operation of the Party, especially the principle of democratic centralism, self-criticism and criticism.

Cadres are the root of all work; building a contingent of cadres and party members with qualities, capacity, and prestige is a key step in building the Army Party Committee. Faced with the requirements of building a modern Army, the task is to build a contingent of cadres with strategic thinking, high general level, understanding of military science and technology, and capable of organizing command and management in new conditions. Party committees and Party organizations at all levels in the Army need to effectively implement the work of planning, training, fostering, and using cadres in a synchronous, interconnected, inheriting and developing direction, attracting and valuing talents, focusing on discovering and creating sources, paying attention to young cadres and talented cadres; especially valuing building a contingent of presiding cadres and cadres at campaign and strategic levels with bravery, intelligence, qualities, capacity, and prestige to successfully complete tasks.
Along with building a contingent of cadres and party members, it is necessary to strictly implement internal political protection work, ensuring purity and unity in the Army Party Committee. The Army is a tightly organized, strictly disciplined organization, the requirements for inspection, supervision and Party discipline enforcement must be higher, stricter and more effective. The Party Committee of the Army and the entire army attach importance to innovating the content and methods of inspection and supervision, paying attention right from the time of implementation to prevent; promote the role of Party committees and Party organizations at all levels in self-inspection and supervision to promptly rectify and overcome violations from the time they arise, not allowing small violations to accumulate into large violations.
