On the afternoon of November 4, the National Assembly discussed in groups the draft Document to be submitted to the 14th National Congress of the Party.
Speaking in the group, Politburo member and Prime Minister Pham Minh Chinh affirmed that the draft documents submitted to the Congress are the crystallization of the intelligence of Party committees at all levels, scientists, researchers and practical activists.
"Currently, we are collecting opinions from the people, including the National Assembly. This is one of the ways, we focus on democracy, promote the intelligence of the entire nation" - the Prime Minister said.
One of the contents that the head of the Government especially emphasized was the issue of great national unity. This is an extremely important fulcrum.
"Only with solidarity can we have strength" - the Prime Minister said.
He explained that solidarity here is national unity, the entire Party, the entire people, domestic unity and international unity. The spirit of great solidarity in each revolutionary stage has different characteristics but focuses on serving the interests of the nation and people.

The Prime Minister recalled three strategic breakthroughs identified from the 11th Congress, including: human resources, infrastructure and institutional breakthroughs. Up to now, these 3 breakthroughs are still valid, the problem is the need to improve the quality, content and effectiveness of these breakthroughs.
Especially on infrastructure, the Prime Minister highlighted a new thinking in mobilizing resources. Not only the state but the central and local governments, the state and the private sector and public-private partnerships.
The head of the Government clearly stated the role of each subject: "Party leadership, State creation, pioneering enterprises, public-private partnership, rich country and happy people".
He gave an example of strong decentralization and delegation of authority to localities as investors in expressway projects. The previous term was not assigned to the locality. When this term was assigned to localities, they did it very quickly.
The Prime Minister said that the assignment to localities is even faster than the (old) Ministry of Transport has implemented in some projects.
According to the Prime Minister, in the aviation sector, it is necessary to form self-managed, self-competitive, and self-developed airlines. If only Vietnam Airlines were available, people would not enjoy the current low prices, the Prime Minister said and emphasized that there should be a mechanism for the private sector to participate, compete and develop.
The Prime Minister cited an example, Van Don airport was previously handed over to the private sector and was implemented very quickly, taking only 2 years instead of 5-7 years as planned. Or recently, Phu Quoc airport also boldly handed over to the private sector.
"The investment costs are large, but when it is assigned to the private sector, the construction time is shorter and the cost is also lower" - said the Prime Minister.
Regarding the operation of the two-level local government, the Prime Minister said this is a victory after the restructuring of the apparatus, converting the state from management to creating and serving the people.
According to the Prime Minister, it is necessary to build functions, tasks, job positions, arrange cadres and appropriate policies.
The head of the Government said that grassroots cadres are currently not uniform in management knowledge, legal knowledge, professional knowledge and digital transformation skills. Therefore, what is lacking, that is nurtured.
