Notably, it advised the Politburo to issue conclusions on viewpoints and policies for handling land violations before the 2013 Land Law took effect. This is a solution to contribute to unlocking resources for socio-economic development; overcoming the situation of shirking responsibility, avoiding responsibility, fear of making mistakes and protecting cadres who dare to think and dare to do.
Along with that, advise on directing the review and handling of works and projects that are behind schedule for a long time and are low in efficiency to soon put them into operation and use such as the Bach Mai Hospital project and the Viet Duc Friendship Hospital, Facility 2 in Ha Nam (old).
Mr. Phan Dinh Trac said that the arrangement of administrative units according to the 2-level local government model has been basically completed and put into operation with important initial results.
In that spirit, Mr. Phan Dinh Trac suggested that the provincial and municipal Party Committees deploy 6 key groups of tasks in the coming time with the spirit of "running and lining up" as directed by the General Secretary.
First of all, it is necessary to thoroughly grasp and seriously and effectively implement the Conclusion of the direction of General Secretary To Lam at the working session with the Central Internal Affairs Committee to create strong changes in the cadres and civil servants of the Party's Internal Affairs sector to meet the requirements in the new period. The Central Internal Affairs Commission will issue a Plan to implement this Conclusion for localities to base on.
Second, focus on advising on perfecting institutions to overcome conflicts and overlaps, not to let corruption, waste and negativity. This is a key task in 2025 that the Central Steering Committee and the General Secretary pay special attention to directing the implementation.
Third, focus on advising on directing inspection, examination, investigation, and final handling of serious and complicated corruption, waste, and negativity cases and incidents that are of public concern, especially cases and incidents related to personnel of Party Congresses at all levels; do not let old cases and incidents be extended to new terms.
Fourth, advise, urge to speed up progress, promptly review and complete, clarify the causes and have a plan to completely handle works and projects that are behind schedule for a long time, risking causing waste and loss in 2025.
Fifth, continue to coordinate well in grasping the situation, promptly advising and directing the effective handling of complex issues arising related to internal affairs, especially new issues arising when operating the new apparatus when implementing local government at 2 levels.
Sixth, thoroughly implement the regulations and regulations No. 329 dated June 13, 2025 of the Party Central Committee on functions, tasks, powers, and the organization of specialized agency apparatus to advise and assist the provincial and municipal Party Committees directly under the Central Committee, including the functions and tasks of the Provincial Party Committee's Internal Affairs Committee and the City Party Committee when implementing the merger of provinces and cities.
