The announcement ceremony of Petrolimex senior personnel decisions was solemnly held with the participation of Comrade Nguyen Duc Phong, Deputy Secretary of the Government Party Committee; Comrade Cao Anh Tuan, Deputy Minister of Finance; representatives of the Government Party Committee's Advisory Board; representatives of the Department of Organization and Personnel, State Enterprise Development Department - Ministry of Finance; The Standing Committee of the Group Party Committee; all members of the Board of Directors; State Capital Representative Group at the Group; Control Board; Board of Directors; leaders of the Trade Union, Youth Union and Heads and Deputy Heads of the Group's Committees; Chairmen, General Directors/Directors of General Corporations/Cons/ings under Petrolimex in Hanoi.
Attending online were Chairmen and Directors of member Petroleum Companies; Heads of Capital Representative groups/C appearance representatives holding the positions of Chairmen of the Board of Directors/Government of Directors/Directors of Corporations and Companies with capital contributions of the Group.
According to Decision No. 204-QD/DU dated July 18, 2025 of the Government Party Committee approving the position of Deputy Secretary of the Party Committee of the Vietnam National Petroleum Group for the 2020-2025 term and Decision 689/PLX-QD-HDQT of the Board of Directors of the Vietnam National Petroleum Group, Board Member - Deputy General Director Luu Van Tuyen officially takes on the position of Deputy Secretary of the Party Committee and General Director of Petrolimex from July 18, 2025.
Speaking at the ceremony, Comrade Nguyen Duc Phong - Deputy Secretary of the Government Party Committee congratulated the Group, in which Comrade Luu Van Tuyen was personally trusted by the Government Party Committee, the Ministry of Finance, the Party Committee and the Board of Directors of the Vietnam National Petroleum Group to be assigned the duties of Deputy Secretary of the Party Committee and General Director. Comrade Nguyen Duc Phong suggested that comrade Luu Van Tuyen in the coming time continue to contribute with the Standing Committee of the Party Committee and the Executive Committee of the Petrolimex Party Committee in Party building work, completing political tasks and maximizing management capacity, and implementing well the policies of the Central Committee, the Politburo, and the Secretariat on double-digit growth.
On behalf of the leaders of the Ministry of Finance - representative of the owner's agency, Comrade Cao Anh Tuan - Deputy Minister of Finance congratulated the Group on completing the position of Deputy Secretary of the Party Committee and General Director for Comrade Luu Van Tuyen. The appointment of Comrade Luu Van Tuyen demonstrates the confidence of the Government Party Committee, leaders of the Ministry of Finance, Party Committee and Board of Directors of Petrolimex in the capacity, experience and qualities of Comrade Luu Van Tuyen, while perfecting the leadership apparatus for Petrolimex - one of the key economic groups, holding a strategic position in the energy sector - to continue to be stable and developed in the coming time. Comrade Cao Anh Tuan suggested that comrade Luu Van Tuyen in his new position should pay attention to implementing the following contents:
- Quickly take on tasks, comprehensively update the production and business situation of the Group, closely coordinate with the Board of Directors and Executive Board in the spirit of solidarity and determination to excellently complete the set plan goals.
- thoroughly grasp and implement the conclusions of the Minister of Finance at the meeting with Groups and Corporations on July 21, 2025 on key tasks for the last 6 months of 2025; at the same time, develop solutions to contribute to promoting overall growth of the Ministry of Finance.
- Special attention is paid to innovating the management of State-owned Enterprises towards modernity, transparency, proactive digital transformation, risk management and constantly improving productivity and quality to successfully complete the task of preserving and developing state capital.
- Implement well strategic orientations on energy security, stabilize the petroleum market and actively contribute to economic growth and social security in the context of many fluctuations in the world.
Member of the Executive Committee of the Government Party Committee, Party Committee Secretary - Chairman of the Board of Directors Pham Van Thanh, representing the leadership of the Vietnam National Petroleum Group, thanked the attention and close direction of the Government Party Committee and the Ministry of Finance for always accompanying and creating conditions for Petrolimex to perfect its personnel in the position of Deputy Secretary of the Party Committee/General Director. This helps the Group stabilize the operating apparatus, strive to complete the planned goals set for 2025; and at the same time comply with the provisions of law for a public company on separating the position of Chairman of the Board of Directors and the position of General Director. Comrade Pham Van Thanh also expressed his hope and confidence that Comrade Luu Van Tuyen will continue to strongly promote the strengths and achievements he has had with the drastic and creative direction of the Petrolimex Board of Directors to continue promoting the 70-year tradition of building and maturing, strongly innovating, improving competitiveness and sustainable development in the coming time.
Speaking in response, the new Deputy Secretary of the Party Committee - General Director Luu Van Tuyen respectfully thanked the Government Party Committee, the leaders of the Ministry of Finance, the Party Committee - Board of Directors - Board of General Directors and all employees - employees of Petrolimex for their trust in assigning them this important responsibility. Comrade Luu Van Tuyen identified this as not only a great honor but also a heavy responsibility in the context of the Group having many development opportunities but also many challenges, requiring promoting the comprehensive leadership role of the Party in enterprises, especially state-owned enterprises, as a decisive factor in ensuring the goal of stability and sustainable development. In his new position, the new General Director of Petrolimex has identified the following orientations: Modernizing the management system, promoting digital transformation, using data to make quick and timely decisions to adapt to the market; Building a corporate culture towards a professional Petrolimex, where every worker has the opportunity to develop; innovating technology to create breakthroughs in fields such as clean energy, logistics and financial management. Under the leadership of the Government Party Committee, the Ministry of Finance, the joint efforts of the Party Committee, Board of Directors, and Board of Directors from the Group to member units, inheriting the core values that have been nurtured by generations of leaders and the collective of employees, Petrolimex will continue to go far, worthy of the trust of the Party, State, Government and the expectations of shareholders, partners, customers and Vietnamese consumers.
